Man drinking in his car leads to domestic violence and other charges

Christopher Chiquillo

Christopher Chiquillo wasn’t paying attention.  On Monday,  February 11,  he pulled up to a red light at the intersection of 3rd Street and Oakdale, in The Bayview district of San Francisco, just down from the Old Skool Café.  He was in his four-door, silver VW and while waiting for the green light pulled out an “alcoholic beverage” and took a drink.

He didn’t notice the two uniformed officers in an unmarked police car next to him.  He didn’t see them, but they saw him and promptly pulled him over only to find that Mr. Chiquillo, 19, did not possess a valid driver’s license.  And then while searching him, before taking him to the Bayview station, officers found several rounds of ammunition and a silver handgun.

Investigators shortly learned that the previous day, shortly after midnight, on the 1200 block of Hampshire Street in the Mission District, Chiquillo had been involved in a domestic violence incident.

As SFPD officer Albie Esparza puts it, “The suspect got into an altercation with his significant other and during that altercation produced a weapon, which he discharged.”

Chiquillo didn't know he was being watched as he took another sip at this intersection

Officer Esparaza will not say that the suspect fired at his significant other, a woman, but Chiquillo has been charged with possession of a prohibited weapon, domestic violence, traffic violation and attempted murder.

Although the number of reported incidents of domestic violence in San Francisco has gone down slightly in recent years, a new report by the DA’s office finds that the number of cases going to trial has increased from 27 trials in 2007 to 49 in 2012.  Moreover, the average number of domestic violence cases handled by SFDA each month during the same period has jumped from 155 to 268.

Gang-banger Graffiti Vandal Busted

Santa Barbara – Aaron Sepulveda Nevarez, 19, has a reputation that apparently precedes him.  Described by Santa Barbara Police Department Public Information Officer Sgt. Riley Harwood in recent statements to the media as “a Santa Barbara area gang member,” Nevarez had been under investigation by SBPD Gang Suppression Team officers pursuant to repeated incidents of graffiti spray-paintings appearing throughout the city.

Aaron Nevarez

In September 2012, graffiti was noted as referencing rival gangs by SBPD Youth Services Section Detective Gary Siegel, an expert in such matters with more than a dozen years’ experience in gang and vandalism investigations.  During the past several months, according to Harwood, some of the recent spray-painting incidents “were done in rival gang territory to challenge and intimidate others.”  Those pieces of artwork were routinely identified by Siegel as the work of Nevarez.  In January 2013 a search warrant was served on Nevarez’s residence and detectives found evidence of their suspect’s participation in defacing public property in furtherance of a street gang.

An altercation between rival gang members on February 4th saw Nevarez detained for questioning at the downtown location.  When Detective Siegel heard that Nevarez was being held for questioning by patrol officers, he reported to the scene and promptly arrested the young artist for six individual counts of vandalism, three of which are being charged as felonies.

Nevarez, who admitted to plastering his creative efforts across Santa Barbara, was booked into Santa Barbara County Jail where he is currently held on $110,000 bail.

A man was shot and killed yesterday, Monday, February 18, after becoming involved in a fight with police officers during a call for service, according to an official Sacramento County Sheriff’s Department press release.

The victim, reportedly a man in his mid-30s, sustained at least one gunshot wound to his upper body and was pronounced dead at the scene of a single-family residence in the 3400 block of Nut Plains Drive. Police later identified the man as 35-year-old Paul Tereschenko.

The Nut Plains Drive neighborhood was the scene of the police action that ended with the killing of the suspect

According to the Sheriff’s department, Rancho Cordova police officers responded to a call shortly before 5pm about a man exhibiting erratic behavior toward other family members inside a home. The caller, who was a relative of the man, said family members wanted the man to leave but he refused to do so.

Two patrol officers reportedly arrived at the scene and began an investigation, during which they were directed to the bedroom of the home to speak to the man in question. During this time, the man reportedly was incoherent and displayed “unorthodox behavior” towards the officers, and the officers ultimately decided to remove the man from the home for further evaluation.

As the officers attempted to detain Tereschenko, he reportedly become resistive and combative towards the officers. One officer deployed a Taser device to the subject, which was reportedly unsuccessful and the man began to physically fight the officers. Both officers were reportedly struck several times by the man, who began to overpower them.

According to the Sheriff’s Department, featuring for his safety and that of his partner, one of the officers drew his service weapon and shot the occupant, ending the altercation. The officers immediately called for medical assistance and reportedly attempted to render aid to the victim. Despite lifesaving efforts, the Tereschenko reportedly died as a result of his injuries.

Several family members of the victim were inside the residence at this time, but none were reportedly involved in the altercation or injured. Both police officers sustained minor to moderate injuries from being struck by the victim prior to him being shot.

The Sheriff’s Department says the incident will be investigated by the Sheriff’s Department’s Homicide Bureau and Professional Standards Division, as is standard practice with any officer-involved shooting that occurs in the Sheriff’s Department’s jurisdiction. The officer involved in the shooting has reportedly been assigned to patrol services with the contract city of Rancho Cordova’s police department, and is a 13-year veteran of the Sheriff’s Department. In accordance with Sheriff’s Department policy and procedures, he will be placed on administrative leave pending the outcome of the investigation.

Accused Molester Returns to U. S. and Handcuffs

Santa Barbara – In February of 2012, Santa Barbara County Sheriff Detectives began an investigation into allegations that Michael Norris, an elder of the Carpinteria Church of Seventh Day Adventists, had been engaged in the sexual abuse of a female under the age of 14 for a number of years.

Michael Norris, 67

According to SBSD Public Information Officer Kelly Hoover, that investigation has ultimately been fruitful with the return of Norris to California.  “Santa Barbara County Sheriff’s Detectives were waiting for him,” she reported to the media, when Norris arrived at LAX on a direct flight from Costa Rica.  With SBSD personnel, FBI, and U.S. Customs Agents all boarding the aircraft upon arrival, Norris “surrendered without incident.”  Hoover’s report detailed the coordinated work among multiple local and federal law enforcement agencies, including officials working in Costa Rica with the objective of returning Norris to face his Santa Barbara County charges.  During the course of that protracted investigation, Norris’s whereabouts were constantly monitored and surveilled, “ensuring that he boarded that plane,” Hoover said.

When initially charged with child molestation, Norris fled the jurisdiction and had been living in Quepos, Costa Rica since 2006.  Once an arrest warrant was issued in December 2012, he began negotiating the terms of his arrest and return to Santa Barbara County.  He is now held in custody in Santa Barbara County Jail with bail set at $200,000,  and faces multiple counts of child molestation including continual sexual abuse of a minor, contact with a minor with the intent to commit sexual abuse, distributing and producing pornography to a child, and aggravated assault of a child under 14 years of age.

Convicted Rapist on the Run Arrested, his Family Charged as Accessories

FRESNO – Spencer Scarber, 20, is behind bars after authorities captured him in Mexico after he tried to flee his rape trial.

Spencer Scarber

Scarber’s parents and sister were also arrested for helping him run, but have since bailed out of jail.

Kyle Scarber, father

Scarber, 20, had been on the run since the middle of December, only a few days before a Fresno County jury declared him guilty on two counts of rape, as well as on robbery and burglary charges for the July 2011 rape of a 35-year-old woman in Squaw Valley.

Scarber fled the U.S. in the middle of his trial, lightened his hair, grew a goatee, and was living under an alias when was arrested in Acapulco by Mexican authorities for possessing false identification and using a false name. The Fresno County Sheriff’s Office learned of his arrest and had him taken to Mexico City and then Los Angeles, where deputies met him and brought him back to Fresno. He is now being held without bail while he awaits his sentencing.

Scarber’s family is also in legal trouble for allegedly helping him in his escape attempt. Authorities arrested his father Kyle Scarber, 49, a CHP assistant chief, his mother Gail Scarber, 51, and sister Crystal Reynoso, 33. All three have been charged with felony conspiracy to help a fugitive escape.

Gail Scarber, mother

In addition, Gail Scarber is charged with being an accessory, possession of a false birth certificate and passport, forgery and false impersonation of another person. Crystal Reynoso is charged with being an accessory and driving with a suspended license. Kyle Scarber is charged with being an accessory and filing a false police report. All three bailed out of jail on Sunday.

Prosecutors say Spencer Scarber’s mother and daughter drove him across the U.S. border into Mexico and walked back into the U.S. using their passports.

Crystal Reynoso, sister

The judge in Scarber’s case delayed his sentencing because of Scarber’s absence from court. Scarber faces up to 70 years in state prison.

Home-Based Dope Dealer Busted

Ventura County – Alexander Marvin, 19, of Moorpark, is apparently one with an entrepreneurial bent and a serious commitment to the notion of “home-based business.”

In December of 2012, Ventura County Narcotics Detectives received reports that Marvin was selling large volumes of marijuana from his residence.  According to Ventura County Sheriff’s spokesman Sgt. Jose Rivera, an investigation ensued which determined that Marvin’s residential sales efforts had attracted a number of high school students throughout the Moorpark area.

On in evening of February 5, 2013, as described by Rivera’s report of the two-month investigation to the media, “narcotics detectives detained Marvin after observing him conduct several illegal drug transactions” within the Moorpark city limits.  A search of his person at that time revealed multiple packages of marijuana clearly intended for sale, along with “cash proceeds suspected to have come from illegal transactions.”

One thing led to another, and a search warrant of Marvin’s home was obtained and served that night.  During the search, cocaine, additional amounts of marijuana, an undisclosed by “large” sum of money, and additional evidence of active involvement in the illegal sales of marijuans was found.

Marvin was arrested on the scene and transported to East Ventura County Jail where he was booked on multiple possession of drugs for sale charges with his bail set at $50,000.

Detective witnesses drug sale, resulting in chase and injury crash

Fernando Portal, 30, of Fairfield, was arrested Friday and charged with transportation and possession of narcotics for sale, evading police, and DUI resulting in injury – all felonies – and misdemeanor charges of concealing evidence and driving on a suspended license. It was also determined that he had an outstanding warrant for possession of illegal drugs.

The drug deal was witnessed near this intersection in Fairfield, where the pursuit began

While in Fairfield following up on a wanted person case, a Vacaville under-cover narcotic detective noticed what appeared to be an illegal drug transaction. The suspected transaction took place between people in two cars near North Texas and Dickson Hill drive.

The detective followed one of the cars, a silver Cadillac, onto Interstate 80 eastbound traffic. As the vehicle zipped in and out of lanes, the detective called the Vacaville Crime Suppression Team, requesting a traffic stop when the Cadillac entered Vacaville city limits.

A stop was attempted, but the Cadillac took off. The driver was later identified as Fernando Portal, a known Sureno gang member from Fairfield. The vehicle pursuit continued on and off eastbound 80 into Davis, where CHP took over pursuit by vehicle and small aircraft.

While the pursuit continued, witnesses called Vacaville Police regarding items thrown from Portal’s vehicle. Police were directed to Orange Drive near the I-80 Eastbound on-ramp and located a bag containing at least two ounces of suspected methamphetamine.

Meanwhile Portal led ground pursuit into Sacramento. He exited I-80 onto Northgate Blvd., turned south and drove into oncoming traffic, striking another vehicle head on at the intersection of Northgate and Patio.

The suspect led officers on a chase that ended when he collided with another vehicle at this intersection in Sacramento

Portal took off on foot but was caught not far from the collision by a CHP officer. People in the vehicle that Portal struck were taken to a local hospital, where it was determined the driver had sustained a serious leg injury.

Vacaville Crime Suppression Team detectives took custody of Portal. After he was cleared medically he was booked into Solano County Jail. Portal has prior arrests, most recently in 2012 for possession of cocaine, destruction of  evidence, and probation violation.

Mark Todd Euglow, 18

SANTA BARBARA – Mark Todd Euglow, 18, and his friend Jacob Tyler Kelliher, 18, have been so creative that they caught the eye of Santa Barbara Police Department’s Detective Gary Siegel and his friend, Detective Ben Ahrens.  The differences between the two sets of “friends”, however is striking, in that Siegel and Ahrens are assigned to SBPD Youth Services Section and have considerable experience in tracking the sources of the graffiti vandalism currently plaguing the Mission City.

Jacob Tyler Kelliher, 18

Jacob Tyler Kelliher, 18

Euglow apparently has a distinctive graffiti talent that makes his artwork remarkably attributable to him alone, and, between February 6 and February 12, his work was noted on both public and private property throughout the northern areas of Santa Barbara and Goleta. Euglow became the object of a felony arrest warrant obtained by Siegel and Ahrens for committing a felony and was released on his own recognizance from custody in Santa Barbara County Jail on a felony burglary charge and no less than 26 counts of graffiti vandalism. According to SBPD Public Information Officer Sgt. Riley Harwood, “Detective Siegel also obtained a search warrant for Euglow’s residence at that time.”

On February 12, both warrants were served on Euglow and he was taken into custody.  Also on the premises at the time was Kelliher; it was quickly determined that both young men were in possession of large quantities of spray paint, markers, and assorted additional graffiti materials, as well as multiple laptop computers, cellphones, and an undisclosed amount of cash—all believed to be the booty of thefts from unlocked vehicles in the area.

Euglow was booked on charges of felony vandalism and grand theft as well as possession of vandalism tools and petty theft, with his bail set at $45,000.  Kelliher was booked on charges of felony grand theft and possession of vandalism tools with bail set at $20,000.

SLO Police Report Rash of Residential Robberies

$

The San Luis Obispo Police Department has been investigating a series of daytime residential burglaries occurring since December through the present day.

According to SLOPD, most of the daytime burglaries occurred sometime between 7 a.m. and 2 p.m. and many of the items stolen included jewelry, cash, computers and other electronics, and many other items of value. According to some reports police say the suspects in these crimes are knocking on the door of their intended victims to see if anyone is home. If they are contacted they may ask for someone who does not live at the address. Police say when the suspects feel it is safe they will enter the residence by forcing open the rear doors and windows or by finding ones that are left insecure.

Six daytime residential burglaries, similar in nature, have been reported since December 2012, the most recent one occurring  in the 2300 block of Flora Street.

During the incident, the home owner interrupted two suspects who were in the process of burglarizing the residence.  The first suspect was described as a male Hispanic adult in his late 20’s with black hair and a black mustache. He was last seen wearing a white t-shirt and black baggy pants. The second suspect was described as a male Hispanic adult, wearing a white t-shirt and black pants.

Police are asking anyone who sees any suspicious activity, particularly in residential neighborhoods during daytime hours, to immediately notify the San Luis Obispo Police Department.

Police also ask for citizens not to confront anyone suspected of committing any illegal activity.

Boxer gets her belts back

$

Mission Hills–In a photograph released to the media, boxer Jennifer “The Razor” Barber triumphantly reclaimed two of her championship belts after losing them the year previously. But Barber’s victory took place in LAPD offices and not in the boxing ring, and she hadn’t relinquished the belts after losing to an opponent. Barber reclaimed her championship belts after LAPD detectives recently found them in the Sylmar home of convicted burglar Jose Pedraza.

Jennifer "The Razor" Barber got her championship belts returned

“The smile on Jennifer’s face says it all,” said Detective William Cooper, who investigated the burglary. “We were glad we were able to get her back her belts.”

According to an LAPD press release, Pedraza was caught almost one year after the March 20th robbery that victimized Barber and her husband. After the burglary, police were able to find finger prints on a mirror in Barber’s Mission Hills residence and match it to Pedraza, who was about to be deported to Mexico after serving time for two previous burglaries.

“When the print report came in, we had to act fast,” said  Detective Cooper. “Unlike the other burglaries, Pedraza was not copping out to this one, and it seemed like he was in a hurry to get out of the country, like he was trying to avoid something.”

Detectives were able to stop Pedraza’s deportation by obtaining a search warrant and conducting a probation search at Pedraza’s residence. During the search, police recovered the belts at the bottom of a clothes hamper and arrested Pedraza for his third burglary in the last year. Despite recovering Barber’s belts, the LAPD was not able to locate her and her husband’s wedding rings that had also been stolen in the burglary.

Meanwhile, Pedraza’s sticky fingers and the prints they leave behind continue to lead to criminal charges. In Pedraza’s previous two arrests, authorities were able to connect him to the burglaries after finding his finger prints at the scene. When detectives caught up with Pedraza for those two burglaries, he was doing community service at the Mission Hills Police Department for a DUI conviction. Pedraza’s deportation will be delayed once again as he faces the burglary charges.

Anyone with information on this crime is urged to call Detective William Cooper, Mission Burglary Unit, at (818) 838-9866. Anonymous tips can be called into Crimestoppers at 800-222-TIPS (8477), or by texting 274637 (C-R-I-M-E-S on most keypads) with a cell phone.  All text messages should begin with the letters “LAPD.” Online tips may be placed at www.LAPDOnline.org, click on “webtips” and follow the prompts.

Daughter suffered head, body injuries

The Paso Robles Police arrested a man on Monday after he allegedly abused his child.

Herbert Brown III

According to PRPD, officers and members of the Paso Robles Fire Department were dispatched at approximately 5 a.m. to the 200 block of Santa Ysabel Avenue regarding a two-year-old female who was not breathing.

The child had visible head and body injuries and was subsequently transported via ambulance to Twin Cities Hospital for treatment.

Police say it appeared the child was the victim of child abuse.

A subsequent investigation into the circumstances surrounding this incident resulted in the arrest of the child’s father, Herbert Brown III, 29, of Paso Robles.

Brown was booked into the SLO County Jail on charges of child abuse likely to result in death. The victim has been transferred to a bay area hospital for continued treatment.

The investigation is ongoing with the assistance of the San Luis Obispo County District Attorney’s Office, The San Luis Obispo County Sheriff’s Office and San Luis Obispo County Child Welfare Services.

Dorner Manhunt: Warning Came Just Seconds Before Shooting

$
0
0

SAN BERNARDINO – Law enforcement agencies received a warning about fugitive ex-Los Angeles Police Department officer Christopher Dorner just seconds before a fatal attack, newly released information confirmed on Tuesday.

Officer Andrew Tachias was wounded in the assault. Warning came at the same time Dorner attacked

An arrest warrant made public confirmed the fact that two Riverside police officers, Michael Crain and Andrew Tachias, got word at 1:33 a.m. on Feb. 7. According to the warrant, Dorner opened fire on the two officers at that same time. It was an attack that killed Crain, 35, and severely wounded Tachias, 27.

Dorner, whose published manifesto vowed to kill any police officer and their families in retaliation for his 2009 dismissal from LAPD, was later tracked to a San Bernardino Mountains resort where he his life ended after a massive manhunt.

The Riverside Press-Enterprise and the Los Angeles Times made a public records request to release information about the chain of events that led to the shooting. A judge ordered the unsealing of an affidavit since Dorner was no longer a threat.

At 1:24 a.m. on Feb. 7, L.A. officers were investigating Dorner’s threats in the Riverside County community of Corona, his manifesto having been discovered one day earlier. In that manifesto, Dorner had referred to murders of Monica Quan and Keith Lawrence, both of Irvine. Quan was the daughter of the former LAPD captain who defended Dorner in his 2008 disciplinary hearing. Lawrence was a member of campus police force at USC.

Riverside police officer Michael Crain was killed in the assault that wounded his partner

LAPD investigators had traced Dorner to the Corona area on February 7th. At 1:24 a.m., those officers were alerted by a witness who had spotted Dorner. The LAPD officers requested backup when he stopped near Interstate 215, and fired multiple shots at their police car. A bullet grazed one of the officers, who returned fire. Dorner escaped in his truck and headed east into neighboring Riverside. An all-points bulletin was issued nine minutes later.

Another witness said he pulled up to a Riverside police cruiser at the intersection of Magnolia and Arlington avenues at 1:33 a.m. The driver said he saw a Nissan pickup, its window down, come to a stop facing the police car from across the intersection. Dorner, according to the witness, was wearing a camouflage jacket, aimed a camouflage-colored rifle at the police car, fired 10 shots into the driver’s side of the police car. He fled north on Magnolia, the witness pursuing the car until Dorner turned west on Central Ave. Police later collected 13 shell casings at the shooting scene which matched the casings of the shooting in Corona.

Dorner's attack on the Riverside officers happened at Magnolia and Arlington

On Feb. 11, murder charges were filed against Dorner by the Riverside District Attorney’s office. In the next few days, Dorner was tracked by multiple agencies at Big Bear, located in the San Bernardino Mountains. Eventually, he wound up in Angelus Oaks, about a half hour drive from Big Bear. While surrounded in a vacant vacation cabin, Dorner opened fire on San Bernardino County Sheriff’s deputies, killing Jeremiah Mackay, seriously wounding another deputy, Alex Collins.

After officers fired tear gas into the cabin, which eventually caught fire, a single gunshot was heard from inside the building. Coroner’s officials believe that Dorner died from a self-inflicted shot.

A Routine Arrest Leads To Illegal Guns Arrest

Anthony Alder, a 31 Oakland resident, had plenty of gift cards to buy, but an alert cashier put a stop to that – and triggered an investigation that led to a laundry list of charges.

On February 4, 2013, a clerk at one of the stores in Stanford Shopping Center noticed many of the typical security features missing from Alder’s credit cards when he was trying to make a purchase. The clerk alerted security after Alder left the store. Security called the Palo Alto Police Department, who were unable to trace the suspect.

Anthony Alder

Forty minutes later, a Stanford Shopping Center security officer saw Alder shopping at Macy’s.  Officers responded immediately and detained the suspect. Alder possessed not just one, but 11 altered or fraudulent credit cards in his name.

Alder was booked into the Santa Clara County Main Jail for felony charges of burglary, possession and use of fraudulent credit cards, and use of personal identifying information of another (the credit card numbers on the credit cards were valid customers’ numbers though Alder had put his name on them).  It was discovered that he had made several hundred dollars worth of gift card purchases at Macy’s, plus a dozen other attempted or completed transactions throughout Stanford Shopping Center that day.

When booked, Alder was already on probation for narcotics offenses from a prior conviction in Alameda County for possession for sales of narcotics and possession of concentrated cannabis.

Due to the large number of fake credit cards, detectives obtained a search warrant for Alder’s Oakland residence. After investigation revealed that multiple illegal assault weapons may be in his home, detectives requested the assistance of Palo Alto Police Department’s SWAT team (Special Weapons and Tactics) for the search.

On February 11, detectives aided by the SWAT team searched Alder’s home and discovered an illegal AK-47 assault rifle, high capacity loaded magazines, and additional evidence of identity theft, including more fraudulent credit cards, and a handgun that had been reported stolen during a Manteca residence burglary in March 2012.

Alder had posted bail a week earlier but was present during the search. He was immediately arrested and booked into the Alameda County Main Jail for felony charges of being a convicted felon in possession of a firearm and ammunition, possession of an illegal assault weapon, possession of stolen property, and a probation violation.

The Hollister Police Department arrested alleged gang member Greg Larios of Hollister after he led Officer Luis Torbio on a short foot chase in which he ditched a handgun.

Greg Larios

On Friday morning, Hollister Police Officer Luis Toribio was on routine patrol when he conducted a traffic stop on a vehicle on San Felipe Road.  Larios, who was driving the vehicle, pulled into the Quick Stop Market parking lot before coming to a complete stop.

“As of this time, we can not release the total of the drugs seized because the DA’s office hasn’t released that information yet,” Hollister Police Captain Dave Westick said.

Larios was booked into the San Benito County Jail on charges of a gang member carrying a loaded firearm, felon in possession of a firearm, a gang member prohibited to own ammunition, possession of a controlled substance, obstructing an officer and carrying a dirk or dagger.

“This is an example of a new officer motivated to keep the streets of Hollister safe as possible,” Captain Dave Westrick added. “I am pleased to see that our officers care about this community, it was all around good work.”

TURLOCK – Three women were arrested for allegedly trying to kill a man on Tuesday by sparking a fire at an abandoned cheese factory.

Lanette Sullivan, 46

Lanette Sullivan, 46, Wanda White, 45, and Erika Cardy, 24, were taken into custody on Wednesday on charges of arson and attempted murder for Tuesday night’s fire in Turlock. Police said the three women are considered transients.

According to the police, the women got into an altercation with a man on Tuesday evening near the defunct cheese factory, which has attracted homeless people looking for shelter. The verbal argument between the women and the victim escalated into a physical fight, authorities said.

Wanda White, 45

The man climbed into the rafters to escape from the women and remained hidden there. Knowing he was in the rafters, the women set the building on fire. The man, who has not been identified, was able to get away and was not injured.

The fire was reported at 7:19 p.m. It took 29 firefighters from Turlock City and surrounding cities several hours to put out the flames that engulfed the 10,000-square-foot building. The damage to the building, which will be torn down, was estimated to be $5 million.

Police believe other people may have been involved in the fire or there may have been more witnesses they would like to talk to who were at the plant Tuesday night. Anyone with information is asked to call Detective Frank Navarro at (209) 668-5550.
