53-year-old Thomas Lee Hawkins of San Jose was arrested on Feb 21 for second degree burglary under PC211-212.5(c), in which he had taken the personal property, clothing and cosmetics from Wal-Mart by force and or fear.  Hawkins is also being charged with PC 22810(g), in which he had unlawfully used tear gas, commonly referred to as pepper spray or tear gas weapon.

On Thursday, Feb 21st,  Asset Protection Associates (APA) for Wal-Mart, located at 777 Story Road in San Jose, who were conducting regular floor surveillance noticed a woman loading several items into her cart, during which time Hawkins, along with the other suspect, roamed around the store gathering items and then left the store without paying for them.

One security officer working in the parking lot of Wal-Mart said, “My job is to help make sure nothing bad goes wrong.”  When the suspects left the main entrance they were approached by APA officers.  According to the police report given to SJPD at the time of the incident “the suspect had suddenly pull(ed) up a pepper spray (can) and sprayed APA in the eyes, and then try to split up, and so I pick up the merchandise and walk back inside the store.”  Merchandise was recovered from the scene totaling $514.65. The items recovered included lip stick, nail lacquer, blush with foundation and undergarments for women.  The approximate number of items taken was estimated to be 76.

The SJPD arrived a short time later and was able to identify the suspect in the area. Officers stopped a male matching the description walking on Remillard Ct.  The suspect was positively identified by staff and was arrested.  A can of pepper spray was located on the suspect.   Hawkins also has a prior conviction of residential burglary under 459-460(a), in which violence was used during the time of the felony occurred.  The suspect was did not want to talk to investigators and was booked into the county main jail under PC211.

After several months, 18 year old Amador Valentin Rivera (of East Palo Alto) and a 16 year old juvenile have been charged with felonies for a series of crimes.

The pair had been arrested with the armed robbery of Century Liquors, a Palo Alto liquor store, on December 29th last year, taking cash and $230 worth of alcohol at gunpoint. No one was injured.

Amador Valentin Rivera

Two months later, on January 5, 2013, the same two suspects were arrested for a three person carjacking (“Car Jacking Suspects Arrested”) using a realistic-looking BB gun, again in Palo Alto. The victim was uninjured and had her car returned to her.

“Rivera had been in custody at the Santa Clara County Main Jail for that carjacking arrest since January 5,” according to Det. Sgt. Brian Philip. The juvenile, who had been taken to the Santa Clara County Juvenile Hall, had subsequently been released from custody.

On Friday, February 15, 2013, the juvenile was arrested at his Oakland school for one count of robbery (a felony) for the liquor store robbery. He was taken to the same juvenile detention facility.

An arrest warrant for the same felony charge was obtained by the Santa Clara County District Attorney’s Office on February 25th while Rivera was in custody.

Detectives are still investigating whether the pair are involved in a series of six street robberies dating back to December 2nd.

Anyone with information about these incidents can contact our 24-hour dispatch center at 650-329-2413. Anonymous tips can be e-mailed to paloalto@tipnow.org or sent via text message or voice mail to 650-383-8984.

6 charged in brutal attack and murder

“The facts of this case,” said DA Gascon, “ read like a movie script and are very disturbing.”

San Bruno Ave, with a view of the valley

Here’s the script. On Sunday December 9, 2012, around 8 p.m. two gentlemen named Brackens and Bell enter the house at 3733 San Bruno Avenue.  This is in Visitacion Valley, north of Bay Shore, east of Bay View.  On a latitude with the ‘stick. Median income is around $40,000. Blue collar neighborhood, but a white collar view of downtown.

Mssrs. Bracken and Bell arrive at the residence.  They’re not happy and this isn’t random. Let’s say it’s a business dispute among colleagues.  Allegedly, Brackens and Bell, and possibly a third person, a lady named Uong, tie up two victims, a man and a woman.

This is the disturbing part. Allegedly, the suspects shoot the man in the neck, severely beat the woman and leave both victims on the pavement in the 900 block of Brussels Street.

The man later dies in the hospital; the woman survives.

“Based on all the evidence found at the scene,” says SFDA spokesperson Alex Bastian, “including credit card readers, and pieces of paper with credit card numbers, expiration dates, and security codes, the prosecution theory is that the crimes resulted from a dispute over a business involving credit card fraud.”

After the attack, the couple were left on the pavement on Brussels Street

Defendants include Vincent Bell (aka Jonathan Stewart, aka Vince Miller), 31; Heather Leach (aka Krystal Gillespie aka Snow), 24; and Montrail Brackens, 21. Each has been charged with murder, conspiracy to commit murder, felonious assault and conspiracy to commit assault. Vincent Bell is also charged with possession of a firearm by a felon.

In addition,Tyler Miller, 19, and Maryann Manalastas, 22, have been charged with accessory to murder and conspiracy to destroy evidence.

Bell, Brackins, Manalastas and Leach are also charged with credit card fraud.

And then there is a 6th defendant, Catherine Uong, 26 who has been charged with murder, residential robbery, assault with a firearm, possession of a firearm by a felon, assault, conspiracy to commit assault, and credit card fraud.

Charges against all six defendants are now consolidated on a single complaint.

Early last Thursday afternoon police were called to the Bank of the West on Davis Street due to a suspicion that a customer was trying to cash a bad check. On arriving at the bank officers spoke with Victor Augusto Castaneda, who was alleged to be in possession of a fraudulent check.

Alert staff at the Bank Of The West alerted police to the forgery

Castaneda was detained while officers investigated. It was ultimately determined that he’d entered the bank in possession of a check with a forged signature and that he had tried to cash it. The suspect, aged 20 and from San Leandro, was arrested at the scene and booked into Solano County Jail on felony charges of burglary and forgery, and a misdemeanor charge of check fraud.

In a press release regarding the incident, Vacaville Police emphasized that this arrest would not have been possible without a partnership between the business community and the police department.

At 12:32 am early Monday morning, the 37-year-old Brito, of Costa Mesa, was driving southbound on Fairview Street towards Edinger. According to a Santa Ana police press release, he lost control of his vehicle and veered off the roadway and into the adjacent flood control channel. One of his two companions, apparently not wearing a seat belt, was ejected from the car.

Police and emergency responders at the scene found the ejected passenger, who was pronounced deceased at the scene, while Brito and the other passenger were transported to a local hospital for treatment of their injuries.

Based on the initial investigation of the accident, Brito was arrested on charges of driving under the influence of alcohol, and vehicular manslaughter while intoxicated. Runaway Minor Rescued from Forced Prostitution

MORENO VALLEY – Following up on a report of a 14-year-old runaway and prostitute, officers arrested the adult who was working as the child’s pimp and took the juvenile into protective custody.

Kayla Jackson, 18-year-old arrested for pimping and other charges related to the 14-year-old girl

Investigating a previous report, members of the Riverside County Anti-Human Trafficking (RCAHT) Task Force, the FBI’s Inland Empire Child Exploitation and Prostitution (ICEP) Task Force, and the Moreno Valley Police Department’s Problem Oriented Policing (POP) Team worked together to locate an underage runaway teenage girl who was reportedly being used for acts of prostitution. The Moreno Valley Police Department shared information with RCAHT which led officers to an online posting representing the child on a popular social networking site. The girl was being advertised as available for the purposes of sexual acts in exchange for payment.

Working undercover, RCAHT officers reached out to the contact, an adult woman, listed in the online posting and arranged a meeting for paid sexual services on Thursday, March 7. When officers reached the meeting site, a motel in Moreno Valley, they located the minor and took her into protective custody and arrested the adult who was responsible for arranging the solicitation.

Kayla Jackson, an 18-year-old resident of Moreno Valley, who also solicited sexual services, was suspected of being responsible for the guidance and direction of the minor’s prostitution. Jackson was arrested on charges of human trafficking, pimping, pandering, and procurement of a minor. She was transported to Robert Presley Detention Center and booked.

The Riverside County Anti-Human Trafficking Task Force was formed in 2010 to address crimes involving the exploitation of victims via force, fraud, or coercion. These cases often involve the commercial sex trafficking of children as well as incidents of forced labor, indentured servitude, debt bondage, or slavery. RCAHT works with Operation Safehouse, an emergency shelter program that provides immediate help to youth and families experiencing crisis situations, to support victims in the event of human trafficking. The victim’s identity in this case is being withheld due to her age.

Wife, Another Man, Convicted In San Bernardino Killing

SAN BERNARDINO – Jurors convicted two people,  a woman who was charged along with another man, with killing her husband in a brutal murder last year.

John Cone ran a TV repair shop out of his home

On Tuesday, Laurie Cone, 47, and Gary Michael Gallion, 30, were found guilty in charges they killed John “Jack” Cone, 64, at his San Bernardino home during the early morning hours on April 2, 2012. The verdicts were read in San Bernardino Superior Court where Judge Michael Smith was presiding over a case in which both Cone and Gallion were found guilty of first degree murder, second degree murder and first degree residential burglary. Both face sentences of up to life in state prison without possibility of parole. Sentencing will take place on April 9.

Jack Cone, a local TV repairman, was killed in his home on North Sierra Way, which also served as his repair shop. Prosecutors also charged Laurie Cone with conspiring to use Charles Duke and Nathan Diaz to kill her husband. She was found guilty on those charges as well.

Laurie Cone in her booking photo from last year

Jack Cone was found beaten to death. During the investigation, police discovered that the victim’s truck and several guns and ammunition were taken from his residence. Investigators uncovered a conspiracy in which Laurie Cone talked Gallion into committing the crime while she gambled at the San Manuel Casino in nearby Highland.

Both defendants testified last week that they had not met until after their arrest. Laurie Cone also testified that Jack Cone “was her best friend.”

Gary Gallions alibi was that he was stealing TV's from somewhere else at the time.

Laurie Cone’s motive, according to prosecutors, was that she wanted her husband dead and also wanted his property. Part of the evidence included videotape of Jack Cone’s property, which included two views of a man that looked similar to Gallion breaking into the home and loading guns and televisions into a truck. Gallion, who said he was stealing televisions at hotels on Hospitality Blvd. in San Bernardino during the time of the murder, testified that he was not that man seen in the video.

The Cones, who started suffering from marital problems in 2007, had been married for 29 years.

Three Students Charged in Fresno State Fraternity Death

$

FRESNO – Three students are being charged in connection to the death of a Fresno State student during a hazing incident last year.

Philip Dhanens, 18, died of acute alcohol intoxication after taking part in a hazing ritual at a Theta Chi party on Aug. 31, 2012.

Fresno County District Attorney Elizabeth Egan announced on Tuesday that Aaron Joseph Raymo, 24, Leonard Louis Serrato, 28, and fraternity president Daniel Woodard Baker, 22, have all been charged in connection to the incident on two misdemeanor counts: hazing and providing alcohol to a minor contributing in the minor’s death.

Dhanens, from Bakersfield, had just pledged Theta Chi and was at a party at the fraternity’s house where he took part in a ritual that encouraged heavy drinking. Authorities say the 18-year-old drank the equivalent of 37 one-ounce shots of hard liquor.

Raymo, Serrato and Baker “were the event organizers who purchased or otherwise made available alcohol to minors,” Egan said. “During the event that evening, Philip Dhanens was provided with enough alcohol within an hour to raise his blood alcohol level to .40, a toxic amount that is more than five times the legal limit in California.”

Egan called Dhanens’ death “100 percent preventable.”

“The decision by three individuals to provide alcohol to a teenager and the young adult’s decision to drink resulted in his death,” she said. “And today, publicly, we discuss the pending prosecution of these three while the parents and family and friends of Philip will privately live with the nightmare of his death for the rest of their lives.”

Fresno Police Chief Jerry Dyer said that officers held 67 interviews and spent 700 investigative hours looking into the case against the three men.

“There is nothing we could have done during the course of this investigation to bring Philip Dhanens back, but we could bring (his parents) justice,” he said.

Egan said that the three men have no prior criminal history and did not intend for Dhanens to die, but “their actions led to deadly results requiring criminal intervention to hold them accountable.”

Raymo, Serrato and Baker face a jail sentence of six months to one year in custody and a fine of up to $5,000, Egan said.

Although March 8 is considered  International Women’s Day, Jeremiah Allen Jones of Redding had his own unlawful way of celebrating it.

According to the Redding Police Department, they responded to a report of an assault at the Americana Lodge Hotel on Friday evening. The witnesses reported that a male was trying to hit a woman with a baseball bat.

It did not take them long to locate 34-year-old Jeremiah Jones, who was identified as the suspect, near the hotel. Further investigation of the case revealed that he has been stalking the victim, who was his former girlfriend, at the hotel for the past two weeks. Moreover, he had threatened and assaulted the victim earlier that week in addition to breaking into her hotel room and robbing her of her cell phone and wallet.

The incident occurred here at Americana Lodge Hotel

The day of the incident, Jones confronted the victim at the parking lot and struck her in the face multiple times. The victim tried defending herself with a baseball bat, but Jones was able to overpower her and got hold of the bat. He then tried using it in an attempt to strike the victim.

Besides the assault, Jones was also wanted for a violation of his release terms out of Riverside County. He was detained and taken for a ride to the Shasta County Jail. According to the police, while being transported, Jones repeatedly threatened the life of the arresting officer. He is currently being held with no bail for an assault with a deadly weapon, threatening a peace officer, robbery, criminal threats, misdemeanor child abuse, and an outstanding warrant.

Man stabs brother, severing family ties

$

33-year-old Marco Pinto from Tracy, California appeared in court in front of Thomas Hastings in department 44 under charges of PC664/187,  attempted murder from a domestic violence felony complaint filed with the District Attorney’s office. The next court date will be on March 26, 2013.  According to the police report filed with the District Attorney’s office, “the victim had two stab wounds in the left side of his neck and one stab wound to the left side of his chest.”  It is believed that Marco intended to do great bodily harm when he had stabbed Rui Pinto, his brother.

Marco Pinto from his New Jersey booking photo

Santa Clara County Supervising District Attorney Steven Dick, who oversees domestic violence cases said, “He is charged with attempted murder, and is also accused of inflicting great bodily injury upon the victim and personally using a knife.”

The stabbing incident occurred at 915 North 16th Street in San Jose on July 4, 2012.  Evidence found at the scene included bloody clothing and cell phone found in the pocket of a pair of sweat pants belonging to the victim.  Dick said, “The complaint further alleges that Mr. Pinto has been convicted of one prior serious or violent felony conviction, commonly referred to as a ’strike,’ for committing an assault with a gun.”  Increased violence with family members is often associated with money and/or drinking problems that a family member may be experiencing. “Violence against anyone, whether a stranger or close family member, will be prosecuted to (the) fullest extent of the law,” Dick said. “These charges are based on the defendant’s actions in the current case as well as his conviction in the prior incident.”

The stabbing occurred in San Jose in this neighborhood

During the argument that led to the stabbing, Pinto had said, “why do you want to go half on everything?” That is when Pinto began to stab Rui Pinto several times.  Pinto had then fled the scene.  A felony affidavit was given to the Warrants Unit in order to arrest Pinto for the stabbing, and further prevent any violence may be exerted on family members and/or friends associated with Pinto.

A follow up on the assault investigation revealed that the attack was unprovoked and the request for money may have been the main reason for the assault.   Dick said, “Mr. Pinto’s maximum punishment as charged is 22 years in prison.”

Pinto spent time in New Jersey before police identified him as a California fugitive

Pinto had fled California after the attack and was arrested in Ramsey, New Jersey on a warrant issued from the incident. He had been staying at the Maple Shade Motel when suspicious police ran his license plate. Ramsey Police and U.S. Marshals arrested him after he left the room. He had apparently been working a Pizza Hut while staying in Ramsey.

Victim driven to hospital by another roommate

INVERNESS PARK—Authorities with the Marin County Sheriff’s Department have arrested 26-year-old Inverness Park resident Kelsey Lin Winterkorn on attempted murder charges after she beat a roommate with a baseball bat.

Kelsey Winterkorn

On March 11, deputies with the Marin County Sheriff’s Department responded to a home on Redwood Avenue in Inverness Park on a report of an assault.  When deputies arrived they found a tenant who had been assaulted.

“The victim was able to escape further injury with the help of another roommate,” Lieutenant Jamie Scardina of the Marin County Sheriff’s Department said. “She was driven to Marin General Hospital by the roommate for treatment of her injuries.”

Kelsey Winterkorn

Winterkorn fled the scene as deputies canvassed the area but could not locate her. Deputies broadcasted a “Be on the Lookout” (BOL) for Winterkorn’s and the vehicle that she was driving to surrounding law enforcement agencies.

At 10:40p.m. a deputy with the Sonoma County Sheriff’s Department spotted the suspect’s vehicle parked on the side of the road on Neeley Road and Highway 116 in Guerneville.  The deputy took Winterkorn into custody without incident

Deputies from the Marin County Sheriff’s Department responded to Guerneville and took Winterkorn into custody.  She was booked into the Marin County Jail on charges of attempted murder and assault with a deadly weapon.  Her bail has been set at $500,000.

As deputies were investigating the crime scene back on Redwood Avenue they stumbled upon an indoor marijuana growing operation with over 700 plants.  The Marin County Major Crimes Task Force was called in to assist in the investigation and recovery of the plants.  The investigation into the grow house is continuing.

At this time, this is still an active investigation and the Marin County Sheriff’s Department is asking anyone with information in this case to call the Sheriff’s Department at 415-479-2311.

FRESNO – A woman was caught in the line of fire and took a bullet in the back at Manchester Mall Wednesday evening.

Manchester Mall

The Fresno Police Department is investigating the incident, which happened around 7:30 p.m. inside the mall located on Shields and Blackstone avenues. The shooter is still on the loose.

Investigators say the incident happened at Colima’s Barber Shop inside the mall. The gunman and one of the barbers were arguing right before the shooting happened. The man pulled out a gun and attempted to shoot the barber, but missed. Instead, his gunfire hit an innocent woman in the back.

Police say the woman was shopping at the mall with her family and was unfortunate enough to get caught in the line of fire. She suffered serious injuries and is being treated at Community Regional Medical Center.

Investigators are interviewing at least six witnesses who saw what happened. Police say most of the stores were closed, so there weren’t very many people around. Police are also reviewing security cameras in the mall to see if anything was captured on film.

After the shooting, the suspect ran out of the south doors of the mall on the Shields Avenue side, near where the carousel is located. He then ran south. The suspect has been described as an African-American man with a slim build. He is considered armed and dangerous.

Anyone with information is encouraged to call the Fresno police at (559) 621-7000.

Birthday Party Turns Violent

Suspect found after being profiled on local TV.

SALINAS—Officers with the Salinas Police Department responded to a report that a wanted suspect had been seen in the area.  When officers arrived, they spotted 32-year-old Salinas resident Mary Jane Yanez standing near a business on Capitol Street.

Mary Jane Yanez, 32

Yanez had eluded the police since Sunday, when she fled after assaulting another guest at a birthday party on Archer Avenue in Salinas.  On Sunday, when police responded to the initial call of the fight they could not find either the victim or the suspect.

About 40 minutes after arriving at the scene, a local hospital reported that they had a victim of a stabbing that was being treated for her injuries.  Police responded and found the 31-year-old victim from the Archer Street altercation.

“The two were friends, we don’t know what set Ms. Yanez off, but because they were friends we were able to get important information on her,” Salinas police officer Miguel Cabrera said.

The victim was being treated for multiple lacerations to her face, chest and back area.  The victim’s injuries were serious but not life threatening.

Police interviewed the victim and were able to ascertain from her that she and Yanez were indeed at the birthday party on Archer Avenue when an argument ensued. The argument quickly escalated into a violent attack.  According to the victim, Yanez pulled a knife and attacked her, causing the injuries to her face, back and chest.

Officers were unable to locate Yanez until they received a phone tip from a concerned citizen who was watching KION’S ‘Manhunt Monday’s’ and recognized her as a person seen on Capitol Street.

“We have had numerous contacts with Yanez,” Officer Cabrera added. ”When she was seen by the officers she tried to conceal her face, but we knew who she was.”

Ms. Yanez was arrested without further incident and transported to Monterey County Jail and booked on attempted murder charges.

The Salinas Police Department is actively investigating this incident and is urging anyone with information to call the department at 831-7758-7321.

SANTA ANA – Felipe Hernandez, 66, and his wife Maria Esther Hernandez, 59, are being charged with multiple counts of rape, abuse, molestation, and other crimes against three girls under their care over the past several years.

Maria Hernandez was arrested as an accessory to her husbands abuse

Felipe Hernandez was arrested on February 1, and Maria Hernadez was arrested Tuesday as an accessory to her husband’s abuse, according to a Santa Ana Police press release.

Their crimes came to light when one of their family members discovered a camera memory card with video images of Mr. Hernandez touching one of the girls on her buttocks, and reported it to the Santa Ana Police. Further investigation revealed his repeated molestation and rape of one of the girls in 2006, when she was 9-years-old. The abuse of that girl and the other two continued between 2006 and 2012, and included fondling the girls under their clothing, at least one instance of oral copulation, and rape of the girls from ages 9 to 16.

Felipe Hernandez reportedly threatened the girls with taking away privileges, including money, cell phones and laptop computers if they did not comply with his demands.

Felipe Hernandez is accused of many years of rape and molestation of his foster children

The investigation also revealed the Maria Hernandez was a witness to her husbands rape of at least one of the girls. At that time, she cut the victim’s hair and threatened her into lying about the incident. Mrs. Hernandez also lied about the situation to other family members, and encouraged them to repeat those lies to social workers and law enforcement. These actions resulted in her arrest and felony charges of  accessory after the fact. She faces up to three years in state prison if convicted.

Felipe Hernandez has been charged with aggravated sexual assault, six counts lewd acts on a child, unlawful sexual intercourse, oral copulation of a minor, sexual penetration by a foreign object on a minor, possession and control of child pornography, all felonies. He is also charged with additional related misdemeanor counts, and faces a maximum sentence of 65 years to life in state prison, with mandatory lifetime sex offender registration. He is being held on $1,000,000.00 bail pending pre trial hearing on April 22.

Police report that the investigation is ongoing, and anyone with additional information, or who may have been a victim, are asked to contact Supervising District Attorney Investigator Anthony Sosnowski at 714-347-8794, or Detective Ed Zargoza at 714-245-8386.

Redlands Shooting Suspects Plead Not Guilty

SAN BERNARDINO – Three men, accused in a 2011 deadly shooting that killed two teenagers and wounded two others, pleaded not guilty on Wednesday.

Jose Ramon Lara, 29, John David Salazar, 23, and Anthony Legaspi, 19, appeared in San Bernardino Superior Court Dept. S17 to enter their pleas in the Jan. 5 shooting deaths that claimed the lives of Quinn McCaleb, 17, and Andrew Jackson, 16. Authorities said in court that all three suspects are members of a local gang.

Shooting victims Quinn McCaleb and Andrew Jackson died of their wounds

It took well over a year for investigators to make the arrests in the shooting that took place at the Cinnamon Creek Apartments in Redlands. The three were finally arrested in February 2012. The two other wounded teenagers, including Jordan James Howard, recovered from their wounds, while a fifth possible victim escaped injury.

Quinn McCaleb and Andrew Jackson were both juniors at Redlands High School, which is located less than a mile from the shooting scene. McCaleb was found dead at the scene while Jackson died later from his injuries at Loma Linda University Medical Center.

Investigators are claiming that Legaspi, who was a juvenile at the time of the murders, was the sole shooter. He is being charged as an adult. Both Legaspi and Salazar are charged with first degree murder with special allegations. Lara is being charged with accessory after the fact to first degree murder.

The shootings occurred at a playground near the Cinnamon Creek apartments in Redlands

On Jan. 5, reports said the five teenagers had walked to a playground area at the apartment complex and were ambushed. Investigators were never able to locate the gun used in the shooting, witnesses having claimed that it was taken to a nearby desert area and buried. The three defendants will next appear in court on May 17 for pre-trial hearings.

Evidence leads to early arrests of suspects…

WATSONVILLE—Detectives, along with the Watsonville Police Department, have arrested a total of four individuals for the murder of 20-year-old Watsonville resident Felipe Reyes.

Felipe Reyes was pronounced dead at the scene

On February 28, the Watsonville Police Department responded to the area of Lincoln Street and Prospect Street on a report of a group of males chasing another male, identified as Felipe Reyes.

It had been reported that someone in the group might have stabbed the Felipe Reyes.  When officers arrived at the scene they found Reyes lying on his back near the Watsonville Upholstery Shop on the 1200 block of Lincoln Street.

Reyes had a least two stab wounds to his upper torso and was in medical distress.  Watsonville Fire Department medics, along with American Medical responders, administered CPR in an attempt to save Reyes but their efforts were unsuccessful.  He was pronounced dead at the scene.

Officers from other areas of Watsonville converged on the scene in an attempt to lock down the area and locate the four to five reported Hispanic suspects, who were last seen running south from the scene.  Police were unable to locate any of suspects at the time.

The incident occurred on this street

Detectives, along with Watsonville Police Department crime scene investigators, processed the scene and recovered evidence that led to two arrests being made in the case. Arrested were Andres Rocha, 17, and Eric Romero, 15, both from Watsonville. They will be tried as adults in this case.

Then, on Thursday March 7, the Watsonville Police arrested two more outstanding suspects in this case: 20-year-old Oscar Vaca Vargas of Watsonville and another juvenile.

“We are confident we currently have all the persons responsible for this crime,” Detective Sergeant Eric Taylor of the Watsonville Police Department Investigation Bureau said. “We are investigating this crime as gang related.”

Vargas was booked into the Santa Cruz County Jail on charges of first-degree murder and participating in a street gang crime.  The other juveniles were booked into Santa Cruz County Juvenile Detention Center.

Boot Camp goes over the line

Two instructors at a boot camp for troubled teens have been arrested in connection to physical abuse sustained by 11 juveniles who attended the camp. According to a LASD press release, Edgar Alvarado and Ruben Romero face multiple felony charges the Los Angeles County District Attorney’s Office, including three counts of Willful Injury to a Child Causing Great Bodily Injury, and one count of Corporal Injury to a Child. Alvarado was also charged with one felony count of Sexual Battery while Romero accrued three additional misdemeanor counts of Battery.

Edgar Alvarado

Alvarado and Romero operated the 180 Recon Boot Camp where they allegedly abused the nine male and two female juveniles from 2010 to 2012 at a training facility known as Camp Coulter, located in the Angeles Crest Mountains, and at 180 Recon headquarters on the 1000 block of Goodrich Avenue in East Los Angeles. In addition to the physical abuse, one of the female victims alleged that Alvarado had inappropriately touched her.

Ruben Romero

According to the 180 Recon website, the boot camp was established in 2009 and is run by Alvarado, which lists him as program director and a retired Marine. In the “About Us” section of the website, 180 Recon is referred to as a “youth mentoring program” and “paramilitary style boot camp” that improves troubled teens by “’breaking them down’  in order to build them back up as positive leaders in the community.” Claiming an 85% success rate, 180 Recon presented a softer take on their methods at their “Mission Statement” section, asserting that the boot camp mentored youth “primarily through a professionally supported group, one-on-one counseling with a caring therapist, and to assist them in achieving their highest potential…”

This contrast between confrontational and nurturing is littered throughout the 180 Recon website and Facebook page. It is not uncommon to see pictures of camp attendees crawling through mud and being screamed at by instructors right next to images of campers going on field trips to Six Flags Magic Mountain, Oklahoma City, and Washington D.C.

When looking at the blurry line between “tough love” and physical abuse, Sgt. Dan Scott of the LASD’s Special Victims Bureau had simple words for the criteria the sheriffs use when evaluating boot camps. “We follow the California Penal Code.”
