At about 9 a.m., September 5, Target employees in Woodland called police to report an alleged theft in progress. Arriving at the Gateway Shopping Center parking lot, a Woodland Police officer attempted to contact the suspect, Teddy Chuang (37) of Davis.

Chuang brandished a handgun at the officer and peeled out of the parking lot in his silver 2003 Honda Civic. He then turned north on County Road 102. According to WPD Lieutenant Anthony Cucchi, “Several Woodland officers joined the pursuit through the city. Chuang entered Highway 113 headed south toward Davis, periodically pointing his firearm in the air.”
By the time Chuang reached Interstate 80, California Highway Patrol officers had joined the pursuit. Chuang rolled toward Fairfield, exiting at Air Base Parkway. Finally, the Honda stopped at the gates of Travis Air Force Base, disabled by tire-puncturing spike strips.
Chuang exited the Honda and headed toward an elementary school when officers deployed a high voltage TASER gun. As Chuang lay temporarily immobilized, police discovered that the weapon Chuang had brandished was actually a gas-powered pellet gun accurately designed to resemble the real thing.
Officers from Fairfield PD and the Travis Military Police assisted in arresting Chuang. It was unclear why Chuang had chosen Travis AFB as his destination; authorities said he was not a member or veteran of the Air Force.
After Chuang was cleared at NorthBay Medical Center in Fairfield, he was taken into custody by Woodland Police.
