After investigation, police learned that the suspect initially attempted to break into the Cypress Massage Parlor on Casanova Street. After that attempt failed, he then went across the street and broke into the private area of the Sundance Spa, where he attacked the woman.  Police were able to get a description of the man from her and several witnesses that saw the incident.

In the early morning hours of the next day, a Monterey Police Officer was checking out a vehicle behind Jiffy Lube on Fremont Street when he noticed that the man who was with the vehicle matched the description of the rape suspect.  The man was later identified as Dominguez, who was transported to the Monterey County Jail.

Arrest Stemming from Shooting on Oakmont Street in Sacramento

Sacramento Police Department responded to a shooting incident report on Monday, February 3 at approximately 9:25 am at the 2300 block of Oakmont Street in Sacramento. Officers located the shooting victim, a 21-year-old male, who was quickly transported to the hospital. The suspect, Webster Lee, 42, fled the scene and was ultimately stopped later that night on Interstate 80 near Kidwell Road by the California Highway Patrol.

When officers responded to the initial call on Oakmont Street, they found that Lee, his wife, and another woman were involved in an argument inside their apartment. At one point, a shot had been fired.  Lee, armed with the firearm, left the premises and went to a nearby apartment, and stole the neighbor’s car keys. As Lee, his wife, their teenage daughter and the adult female friend were getting into the stolen car, the neighbor’s ex-boyfriend confronted Lee. Lee fired several shots at the man, striking him multiple times in the upper body. The victim sustained non-life threatening injuries from the shooting and was transported to an area hospital. Lee and the three women left in the stolen vehicle.

Officers searched for Lee and the stolen vehicle to no avail. The vehicle was put into the stolen vehicle system, flagged as armed and dangerous, and the information was distributed to outside agencies.

At approximately 12:00 noon, the Sacramento Police Department Communications Center was notified by the Concord Police Department that two women had been dropped off in Concord, one with a non-life threatening gunshot wound. The women were identified as Lee’s wife and the 35-year-old female friend.

At approximately 12:30 pm, the stolen vehicle was located in a Concord park along with Lee’s unharmed daughter. Information about the Sacramento shooting, and a description and picture of Lee was then disseminated to Concord patrol officers.

At approximately 7:00 pm, an unattended running vehicle was stolen from a parking lot in Concord. The officer viewed surveillance video and believed the suspect to be Webster Lee. That information was sent to outside law enforcement agencies, including the California Highway Patrol. Later that evening, the vehicle was spotted and stopped on I-80 and Kidwell Road by the California Highway Patrol. An officer involved shooting occurred and Lee was taken into custody.

Lee is currently in police custody in a Vacaville hospital and will be booked into the Sacramento County jail on multiple charges including attempted homicide, carjacking, home invasion and assault with a deadly weapon. The investigation is still in progress and additional charges may be sought.

SAN JOSE – The San Jose Police Department announced the arrest of two 18-year-old twin brothers, Anh and Duc Tong for the murder of 22-year-old Richard Phan of East San Jose. This marked the fourth homicide of the year with the two brothers appearing in the San Jose Superior Hall of Justice on Feb 5, 2014 to face Felony Murder and Accessory to Murder charges.

One brother, Anh Tong is facing Felony Murder charges under PC 187, with a weapon enhancement charge of using a knife, under PC 12022.53. With murder charges against him dropped, Duc Tong now faces two counts under PC 32 – accessory to murder after the fact.

Authorities reported that, on January 26, 2014 at approximately 1:24 A.M., the San Jose Police Department’s 9-1-1 communications center received a report of a person stabbed.

San Jose Police Officer Albert Morales said, “Preliminary investigation into the murder revealed that the victim was at the home of a friend celebrating a birthday on Suncrest Avenue”.  It is believed that Phan tried to break up a fight near his Piedmont Hills home, when one of the twin brothers turned on him and stabbed him at least once.

On January 27 the San Jose Police Department’s METRO and Gang Suppression Units located and arrested and booked both twin brothers Anh and Duc Tong of San Jose for the stabbing death of Richard Phan. Duc was originally charged with murder, but further investigation convinced the District Attorney to shift the charges to the other twin.

San Jose is also now facing their 5th homicide of the year

The stabbing occurred at Caesar Chavez Park in Downtown San Jose

The stabbing occurred at Caesar Chavez Park in Downtown San Jose

It appears the killing may have occurred over a heated argument near a senior residential center located just a few feet from the Fairmont Hotel and Caesar Chavez Park on the 100 block of South Market Street in San Jose.

San Jose Police Sgt. Heather Randol said “Officers responded to a report of a stabbing in Cesar Chavez Park, located in the 100 block of South Market Street, at about 12:20 a.m. When officers arrived at the park, they found a male suffering from at least one stab wound.”

Officers arrived at the scene to find a male in his early 30’s suffering from multiple stab wounds. He was later taken to the Regional Medical Center where he was pronounced dead. The reason into the stabbing is not known. Police are reviewing surveillance footage from the area in hopes of identifying the suspect(s) responsible for the stabbing.

Watchman a danger to kids

LAKEPORT – George James Watchman has proven once again that he shouldn’t be trusted with children.

On Tuesday, as the 49-year-old man was driving through Lakeport at 10 in the morning, a Lakeport Police officer spotted him at North Forbes Street and Clearlake Avenue. The officer was familiar with Watchman, and believed that his drivers license had been suspended. According to a Lakeport Police press release, the officer initiated a traffic stop to check on his status, but the Ford mini van sped up, and made a few quick turns on and off side streets, apparently in an attempt to escape the patrol car.

His attempt to escape went as well as most do, except he ended up pulling over finally at the 900 block of North Main Street, just around the corner from the police station.

A Mugshot from 2012 when he was reportedly arrested on domestic violence charges.

A Mugshot from 2012 when he was reportedly arrested on domestic violence charges.

As the officer addressed Watchman to ask for his license and registration, he immediately saw a 3-year-old boy in the front seat, not only without a child car seat, but without even a seat belt on. This, of course is considered willful child endangerment, especially when engaging in a chase with law enforcement. While he could try to claim he meant no harm in this case, in 2011 he was arrested, and eventually convicted of willful cruelty to a child, also in Lakeport. He was sentenced to probation for that violation, but apparently convinced someone that their child was now safe with him.

He was arrested with charges of willful endangerment of a child and driving with a suspended license. The Lake County District Attorney is reviewing the case to determine if probation violation charges are also warranted.

Hit-And-Run Driver Pleads Not Guilty In Davis Fatality

A Woodland resident accused of hit-and-run and felony manslaughter while causing two collisions on February 1 pleaded not guilty to the charges on February 6 in Yolo Superior Court. An elderly Vacaville woman was fatally injured in the first of the two crashes.

At his arraignment, Armando Arias Gonzalez, 39, stated his name after the order to do so by Yolo Court Commissioner Janene Beronio was translated into Spanish for him by an interpreter.

Gonzalez is accused of ramming the Chevy Malibu 85-year-old Ruth Morales of Vacaville drove along East Covell Boulevard near Pole Line Road at about 2 pm on Feb. 1.  Gonzalez forced Morales’s Chevy off the boulevard with his Toyota Corolla and she crashed into a roadside tree. Authorities said Morales had celebrated her 85th birthday just the day before. She died of her injuries hours after the accident at UC Davis Medical Center in Sacramento.

The second collision forced a car into the intersection at Pole Line Road.

The second collision forced a car into the intersection at Pole Line Road.

Gonzalez did not stop to aid Morales after the accident, but proceeded along Covell Boulevard. Minutes later, at the intersection of Pole Line Road, he rear-ended a Jeep the driver of which had stopped for a red light. Gonzalez hit the Jeep, driven by Julie Mohr, so hard the impact forced it into the usually busy intersection. Luckily the lights had recently turned green and Pole Line Road had emptied of traffic. “Otherwise, we could easily have been clipped by the cross traffic,” Mohr told a Davis Enterprise reporter. Neither Mohr nor her daughter Alexa Rae, who rode in the Jeep’s front passenger seat, was seriously injured in the crash.

Beronio scheduled a preliminary hearing in the case for March 7 in Judge Paul Richardson’s courtroom.

Santa Barbara - Just after midnight on February 3rd, a downtown Santa Barbara intersection was the scene of violence between what appear to be warring factions of local area gangs.

As the fight erupted between numerous individuals, 911 Emergency calls reporting the combat flooded into the Santa Barbara Police Department Dispatch Center.  According to SBPD Public Information Officer Sgt. Riley Harwood, “one caller advised that the incident involved an assault with a knife,” while other callers gave specific descriptions of those embroiled in the conflict.

Responding officers identified a 31 year-old victim suffering from non-life threatening stab wounds to the back.  As he was being treated by paramedics on the scene, officers conducted multiple field interviews, with witnesses reporting the direction that two of the assailants had taken in fleeing from the area.  Not long afterward, just blocks away from the altercation, patrol units contacted Javier Hernandez III, a resident of Oxnard, and Juan Jose Vasquez, who was identified as residing in Goleta.  Both are 18 years of age.

Juan Jose Vasquez

Ensuing investigation indicated, according to Harwood, that the victim and a companion were at a nearby State Street shopping mall “when they were confronted by a group” that included Hernandez and Vasquez.  Witnesses reported hearing a verbal confrontation and seeing gang signs flashed, with the victim and his companion being followed some distance before the fight broke out.  “Investigation indicated that Hernandez and Vasquez were involved in the stabbing,” Harwood reported.

Both suspects were arrested on the scene and booked into Santa Barbara County Jail on charges of assault with a deadly weapon, with bail amounts of $30,000 each.

K-9 Takes Bite Out of Tool Thieves

Santa Barbara - The Tajiguas Landfill, just north of the city limits in the unincorporated area of Santa Barbara County is hardly the place one thinks of as a viable burglary target; the infestation of vermin and seagulls alone might give a thinking criminal a moment of pause.

But such was not the case late in the evening of February 4th when Santa Barbara County Sheriff’s Deputies responded to what SBSD Public Information Officer Kelly Hoover described as “an alarm activation” at the county’s largest refuse disposal operation.  Arriving with all due alacrity, the steadfast Deputies observed four individuals making haste to evacuate the area…and the chase was on.  After a brief foot pursuit, two of the four—Marvin Palacios, 25, and Esteban Henriquez, 39, were apprehended and taken into custody.

Esteban Henriquez

Esteban Henriquez

The third suspect—perhaps a bit fleeter of foot than his partners—required the skills of an SBSD K-9 Unit in the form of a very eager German Shepherd dog.  The K-9 “deputy”, having four legs and an impeccable affinity for scenting prey and then running them down, brought Rony Lopez, 36, under control…the hard way.  Lopez, while resisting arrest and assaulting the dog, was bitten and ultimately subdued.

The fourth suspect, “despite an extensive search by Sheriff’s Deputies, the Sheriff’s K-9 Unit, and California Highway Patrol,” Hoover reported, was not located and remains at large.

Rony Lopez

Once Palacios, Henriquez, and Lopez were in custody, deputies on the scene located more than $3,000 in stolen power tools they had removed from storage lockers at the landfill facility.  All three were booked into Santa Barbara County Jail on charges of burglary, conspiracy, and resisting arrest.  Mr. Lopez was booked on the additional charge of attempting to injure a police dog, and all three men are currently held on $20,000 bail.

Suspect Went into Rooms, Robbed Night Clerk

WATSONVILLE—Officers with the Watsonville Police Department arrested 37-year-old Armando Villalobos Farfan after surveillance footage from the Day’s Inn on Beach Street in Watsonville shows him breaking into a room at the hotel and robbing the Hotel’s night manager.

In the Early morning hours of Monday, January 22, a guest at the hotel woke up to a man attempting to steal her laptop and her purse. She was able to thwart the robber despite being groggy from sleep.

She had called the police but the robber had fled prior to their arrival at the scene.  A few hours later, Watsonville Police received another call from the Day’s Inn regarding a past robbery.

Upon their arrival, Officers learned from the night manager that the male suspect, who had initially went to the hotel looking for a guest, had demanded that he hand over his laptop and his wallet.  At some point, the suspect even demanded that the manager hand over his PIN number.  When he refused, the suspect then demanded the cash from the register.  The manager complied with his request. Before the suspect left the scene, he told the manager that he had a gun and he knew where he lived, and would harm him if he called the police.

During the investigation of this incident, Police reviewed the surveillance footage from the hotel and immediately identified the suspect as Armando Farfan of Watsonville.  Watsonville police were able to identify him as the suspect in both incidents.

Based upon that information the Watsonville Police obtained an arrest warrant for Farfan.  Two days later, investigators learned that Farfan was staying at a Watsonville Hotel.  Officers responded to the hotel and after a brief standoff, arrested Farfan without further incident.

A search of the hotel room after his arrest revealed the property that was taken during the robberies at the Day’s Inn.  Farfan was booked into the Santa Cruz County Jail and charged with robbery, to prevent and dissuade a victim or witness and preventing a victim or witness to report a crime.  His bail stands at a half of a million dollars.

Santa Barbara County - After a February 4th appeal for public assistance in locating a third suspect in a string of grand theft burglaries from multiple agricultural operations in Santa Barbara County rural areas, Santa Barbara County Sheriffs received an anonymous tip leading them to the residence of Shaun Axe, 32, who was arrested and booked on charges of burglary, grand theft, felony vandalism, and conspiracy.

Travis Grant

Travis Grant

In her outreach to the community at large for any information leading to the arrest of Axe, SBSD Public Information Officer Kelly Hoover earlier reported the arrests of Travis Grant, 30, and Ernest Johnson, 33, both associates of Axe.  All three had been the subject of a protracted investigation by the Rural Crimes Unit into what Hoover described as “a series of burglaries at several farms in the unincorporated area” of the county.  Evidence pointing to the trio involved the Christmas Eve 2013 theft of more than $70,000 in tools, equipment, and vehicles from a working farm area.  The following day, a similar theft took place at another agricultural operation when the suspects were confronted by farm employees who witnessed them fleeing the scene of the crime and provided descriptions to law enforcement.

Pursuant to those events and the evidence gathered over the intervening weeks, Grant and Johnson were both arrested and charged with multiple burglary and conspiracy counts on January 29th.  It was only 24 hours after Hoover’s appeal to the public for assistance in locating Axe that he was located and taken into custody.  All three remain in custody with bail set at $20,000 each.

A routine traffic enforcement stop near Novato’s Del Prado Shopping Center ended with the arrest of a Bay Area resident on controlled substance charges on Thursday evening, according to a Novato Police Department press release issued by Sergeant Frey.

San Pablo resident Marco Antonio Rivera, 32, was driving his vehicle in the 500 block of Alameda del Prado just before 8:30 on Thursday night when an NPD officer accompanied by canine Ingo pulled him over for traffic enforcement. Ingo, one of three NPD canines who have been specifically trained in the detection of narcotics, sniffed outside Rivera’s vehicle and alerted that he smelled narcotics inside.

NPD officers searched the vehicle and found a large amount of what they suspected to be methamphetamine. They arrested Rivera on the spot on charges of possession and transportation of a controlled substance.

Officers also discovered and thoroughly examined possible related materials in Rivera’s vehicle. Upon further investigation by NPD, officers determined that Rivera had sold methamphetamine and added possession of a controlled substance for sales to his charges. Records show that Rivera had previously been arrested in December on forgery and burglary charges.

SAN JOSE – On October 27, 2013, three suspects committed an armed carjacking and pistol whipped the victim.  The Hispanic male suspects taunted victims as they used another victim’s vehicle to commit several more armed robberies of pedestrians in a short time later.  During the robberies the suspected gunman pistol whipped the victims and then took their personal property.

According to San Jose Officer Albert Morales, “The San Jose Police Department is asking for the public’s help in identifying and locating suspects involved in a recent series of armed robberies in San Jose”.

The time of the robberies occurred during a two-hour robbery spree that started around 3 am near 2460 Fontaine Road, in San Jose. The suspects then committed another robbery not far from the first scene near the Capitol Expressway/King Road business district. But the robberies didn’t stop there.

Another robbery occurred at 2155 Story Road. And within an hour, another robbery, across town in downtown San Jose, occurred at 990 N. 17th Street. A few minutes later the suspects attacked again on 30 South 11th Street. They apparently drove around and attacked a sixth victim located at 795 N. 13th Street. The robberies seem to have ended with a final incident around 5:00 AM at 1679 Monterey Road in San Jose.

A black Cadillac Escalade and another dark four door vehicle were seen during the robberies. According to authorities, “At least 3 Hispanic males are involved in the above robberies,” Officer Morales said.

The police are asking the public for any information that may lead them to the gunman pictured in the above photo with the black jacket and red sleeves. He is also seen in the surveillance video attached here:

Motel search warrant snowballs into 5 arrests

SANTA ROSA – Yesterday afternoon at 2:20, Santa Rosa Police Officers and Narcotics Investigation Detectives served a search warrant at a Santa Rosa Avenue motel related to an ongoing investigation. According to a department press release, the team entered the room and found two people, 44-year-old William Oliver Anderson and 39-year-old Sunshine Rayna Anderson of Santa Rosa. They had plenty of evidence for the ongoing case against them – officers collected 75 grams of heroin, 12.7 grams of methamphetamine, Xanax pills, Oxycodone pills, packaging materials and $550.00 in cash.

No doubt satisfied with the results of the search and arrest of the couple, the investigation team got an unexpected bonus when they got a visitor knocking on the motel room door. Anthony Joseph Robledo 34 of nearby Rohnert Park, was invited in and interviewed. He turned out to have two outstanding felony warrants out on him, and he had just inadvertently turned himself in. Patiently waiting for his friend, 58-year-old Robert George Erickson remained in the car in the motel parking lot. He was soon contacted and found to have some heroin and meth of his own. It is not clear if the two had come to the Anderson’s motel to buy drugs, sell theirs, or just enjoy it together.

Matthew Dean Domingos (Facebook)

Matthew Dean Domingos (Facebook)

With the arrest of those four, and with the help of the SWAT team detectives moved on to serve a warrant at a home on Petaluma Hill Road, a rural road between Santa Rosa and Rohnert Park. As they arrived at the location, they detained a man as he left the property. A search of the house found 12 grams of heroin and Oxycodone pills, along with quite an armory – three shotguns, another sawed off shotgun, three assault rifles, another rifle, a 9mm automatic handgun and a .38 revolver. The man who was about to leave – 31-year-old Matthew Dean Domingos – was arrested for possession of narcotics for sale, conspiracy, manufacture, import, sale or possession of a short barreled rifle or shotgun. He was also charged with child endangerment.

William and Sunshine Anderson were charged with possession of narcotics for sale, possession of restricted dangerous drugs, conspiracy, and outstanding warrants. Robledo was arrested for his outstanding warrants, and Erickson for drug possession.

Willits residents Juan Jose Guerraro, 33; Lenny Enrique Saldana, 20; and Anna Rita Velasquez, 26 were reportedly arrested and charged with robbery, burglary, conspiracy, vehicle theft, grand theft, assault, possession of stolen property and making criminal threats. Guerrero and Saldana are reportedly being held on $200,000 bail, while Velasquez is not eligible for bail as she had a warrant out of Sonoma County. Ann Rita Velasquez was part of the trio involved and arrested.

On Thursday, February 6, 2014, at 12:18pm, two Loomis residents called 911 to report a home invasion. According to Placer County Sheriff, a 28-year-old male victim and 27-year-old female victim had been held captive in their home for approximately five hours by the three suspects, one of whom used to work for the male victim.

During the home invasion, the two victims were reportedly bound and held at gunpoint at their Creekside Lane residence the morning of Thursday, February 6. The victims reported the suspects aimed an AK-47 at their heads during their captivity, and the suspects took personal property, weapons and the victims’ two cars.

According to the Sheriff’s Office, once the victims were able to free themselves they called the Sheriff’s Office. Deputies reportedly swarmed the area, including Interstate 80, to watch for cars. Eventually the victims’ two cars were spotted on westbound 80, just east of Douglas Boulevard. Freeway traffic was reportedly halted for several minutes while a male and female suspect were taken into custody. And reportedly with the help of Roseville Police Department, the third suspect was arrested at a carwash near Riverside and Cirby way. Weapons were reportedly found in the cars.

Rialto Discussing Mobile Pot Delivery Service

RIALTO – A public hearing on Tuesday may set a future course on dispensing medical marijuana, which includes discussion to ban a mobile cannabis dispensary service.

Rialto police countered that while storefront operators are under a city ordinance that bans the sale of marijuana, technically there are no statutes governing mobile businesses. Local authorities say that a mobile business is technically considered part of the storefront ordinance.

The department’s Street Crime Attack Team, while working undercover last summer, ordered marijuana from on-line vendors, specifically through the website Weedmaps.com. The website displayed over 50 such services within a 20-mile radius of Rialto – six located within city limits, said authorities. Customers were able to obtain various types of marijuana by calling the business and presenting their medical marijuana card user number. They could set a time and place for delivery.

During the task force undercover sting, three dispensaries were sought to deliver marijuana products to a vacant apartment. It resulted in three drivers being arrested for transporting and selling marijuana, plus a violation of health and safety codes, according to a report.

A police spokesman has said all three vendors will be prosecuted for a variety of charges, which could result in penalties ranging from a $1,000 fine, six months imprisonment, or both. Violators could also be charged with infractions, which lead to a $100 fine for the first time, $200 for the second and $500 for each additional charge within two years of the initial violation.

The public hearing on the proposed ordinance is scheduled at 6 p.m. during the normal City Council meeting at 150 South Palm Ave.

Assault Victim Suing Redlands Schools, Employees

RIVERSIDE – A sexual assault victim has filed a civil lawsuit in county superior court against his former teacher. Laura Whitehurst, who was released from jail last month after serving six months of a one-year sentence, pleaded guilty last summer to six felony counts that were associated with three victims. The suit was filed last Tuesday, February 4.

Whitehurst, who taught English at Redlands Citrus Valley High School in San Bernardino County, gave birth to a baby girl in June 2013, fathered by the victim who is bringing suit. The suit claims that school officials did not take necessary steps to prevent what turned out to be a year-long sexual relationship.

The complaint also names Sarah Seevers, who is a history teacher and a soccer coach at Citrus Valley, along with other district officials, claiming they had knowledge of the relationship and failed to report the abuse to authorities. A separate investigation conducted by Redlands police last year did not result in any wrongdoing by the local school district.

Reportedly, the complainant may also be seeking custody of the baby. The complaint alleges that district and high school officials failed to inform the victim’s family and law enforcement of the abuse and that they ignored or concealed Whitehurst’s previous sexual encounters when she taught at another district high school. The complaining party was not named specifically in the lawsuit filings.

Redlands school officials, through the office of Superintendent Lori Rhodes, have specifically denied the allegations regarding its employees, including Seevers. Whitehurst, who was also a school club adviser, began a sexual relationship with the 16-year-old young man in the summer of 2012. In the complaint, it’s alleged that Whitehurst coerced him into attending doctor’s appointments with her, contacting the school principal to excuse his absences, plus other forms of manipulation.

Part of Whitehurst’s plea agreement was 365 days in jail, a five-year probation and registering as a sex offender. Whitehurst, who was arrested on July 1, 2013, resigned from her job one day later, pleaded guilty on July 31, was sentenced on Aug. 28 and released from jail on Jan. 5.
