Group of Nine Men Get 100K Bail Each for Pot Sales

LYNWOOD—If the arrest report lists you as “transient,” and your bail is a hundred grand, chances are you will not be transient for a while, but rather a guest of local law enforcement.

Nine men were arrested by Hawthorne police officers on Tuesday, March 17 at approximately 11 p.m. along the 3700 block of Platt Avenue in Lynwood.

Salvador Ochao, 41, appears to be the ringleader of the group. The arrests were made at or near his home on Platt, which is just around the corner from Wilson Elementary School and Hosler Middle School. He was arrested for possession of marijuana for sales, along with an LA Police warrant for failure to appear in court, and an LA Sheriff’s warrant for driving with a suspended license.

Juan Gaspar Chavez, 26; Angel Ramiro Jauregui, 18; Mauricio Rivera Loza, 24; Angel Rodrigo, 25; Edgar Diaz, 27; Daniel Millanes, 20; Nathiel Huerta, 24; and Michael Huerta, 35, were each charged with a single count of possession of marijuana/hashish with the intent to sell. Loza also had an outstanding warrant from the L.A. County Sheriff’s Department for possession of cocaine base intended for sale (11351HS).

Police records stated that five of the men were transients: Chavez, Juaregui, Rodrigo, Diaz and Michael Huerta. Nathiel Huerta is from San Diego, and the other two are Los Angeles residents from South L.A.

Bail for six of the men was set at $100,000 each. Loza and Ochao, who had the warrants, had bail set at $135,000.


Selma Man Arrested for Allegedly Exploiting Teen Boys

FRESNO – A man who allegedly posed as a girl in order to sexually exploit boys through the Internet is now facing more than a dozen charges of sexual abuse.

Jose Ricardo Carrillo Montes, 27, more commonly known as Ricardo Carrillo, was arrested by the Fresno County Sheriff’s Department.

Deputies began investigating Carrillo last September after a teenage boy reported that he had been sexually exploited through the Internet. Carrillo allegedly contacted the boy by pretending to be a 19-year-old woman, and the two shared sexually explicit photos with each other, according to Sheriff Margaret Mims.

Detectives learned that Carrillo had used apps such as Whisper and Kik to connect with teenage boys, Mims said.

“He would post pictures of a 19-year-old female and the young boys thought they were, in fact, communicating with this 19-year-old woman, when in fact they were communicating with Carrillo,” Mims said.

When the boys discovered that Carrillo was actually a man, he then threatened them using the explicit pictures they had sent, Mims said.

“Carrillo actually blackmailed the boys and said, ‘If you don’t do what I want you to do, I will spread these photographs around your neighborhood and your school and with your family members,” Mims said.

Carrillo met with some of the boys, and had physical sexual contact with them at his home and in public places, according to Mims.

Detectives originally arrested him on September 19 after serving a search warrant at his home in the 2700 block of Northhill Street in Selma. He posted bond and bailed out of jail in October.

Detectives continued investigating the case, and were able to re-arrest Carrillo on Monday after discovering that he had targeted at least four other boys and offered money in exchange for pictures. Agents from the U.S. Marshal Fugitive Task Force made the arrest at a home in Dinuba, according to the sheriff’s department.

Mims warned parents to pay attention to what their children are doing on computers and phones.

“Take those devices, know what your kid’s passwords are, do some research into what these apps are to make sure your children aren’t compromised like these young boys were,” she said.

Citrus Heights Man Arrested for Fatal Assault of Woman

SACRAMENTO—Citrus Heights Police arrested a local man in connection with the fatal assault of a woman on Thursday morning, March 26.

William Patrick Hendrickson, 32, was booked into the Sacramento County Jail on a charge of homicide, where he is being held without bail.

At 1:43 a.m. on Thursday, officers responded to a report about an assault on the 7500 block of Cook Avenue and found a woman with severe injuries. She was taken by emergency medical personnel to a nearby hospital, where she was later pronounced dead, according to police.

A little more than an hour later, at 2:56 a.m., Hendrickson called 911 and said he wanted to turn himself in to police. Officers went to the location and arrested Hendrickson. Investigating detectives said the suspect was known to the victim. Police have also determined that there are no other suspects. Hendrickson’s address of record is the same as the scene of the crime.

The name of the victim has not yet been released by the Sacramento County Coroner’s Office pending notification of family.

Los Angeles Man and Woman Arrested for Pot, Forged I.D.

INGLEWOOD, CA—Making and selling forged identification documents is a tricky business, with all the anti-forgery devices conceived by the powers that be.

Stephanie Morales, 21, and Christopher George Rios, 22, were arrested by officers of the Inglewood Police Department (IPD) on Thursday, March 19 at approximately 10:55 p.m. The couple were picked up along the 10800 block of South Hawthorne Boulevard in Lennox, an unincorporated area patrolled by IPD.

Morales was charged with driving with a suspended license (14601.1AVC), manufacturing and/or selling identification similar to a driver’s license (14610(A)(3)VC), theft of over $950 using an access card (484(G)PC), obtaining another person’s credit card without the owner’s permission (530.5(A)PC), receiving known stolen property (496(A)PC), and making/passing along fictitious checks (476PC).

Rios was charged with possession of a device for use with controlled substances (11364(A)HS), possession of less than 28.5 grams of marijuana (11357(B)HS) and failure to present identification (40302(A)VC).

The total bail for Morales was set at $27,400. Bail for Rios was much lower at $1,035.

Perhaps next time they’ll present proper I.D. so they can quickly be on their way with whatever illicit intent, drug paraphernalia and forged goods they may have on their persons.

Man Arresting for Allegedly Firing Shots at Vehicle in Fresno

FRESNO – A man was arrested Tuesday morning for allegedly firing his gun at an occupied vehicle in southeast Fresno.

According to police, suspect Dionicio Carlos Ramirez, 28, pulled out a handgun and fired two shots at people in the vehicle on 3832 East Iowa Avenue. Ramirez and the victims had been involved in a verbal disturbance, police said.

Officers found Ramirez later that day at Third Street and Washington Avenue, where he tried to get into a car and drive away, according to police.

Officers were able to ram his vehicle and apprehend Ramirez. Inside the vehicle, they found a loaded 9mm handgun, which is believed to be the same gun that was used in the shooting earlier that day, according to police.

Ramirez was booked into Fresno County Jail on charges of assault with a deadly weapon, shooting into a vehicle, and weapons possession by a felon, police said.

He is also wanted in connection to several other shootings, which are still under investigation, according to the police.

Ramirez had recently been arrested, on January 12, for a felony parole violation, and on December 30 for possession of a controlled substance and a felony parole violation. And on September 24 he was charged with possession of burglar’s tools and the illegal manufacture, importation, or sale of nunchaku – also known as nunchucks – sticks connected by a chain or rope and used as a weapon. Further details of those incidents were not available.

Chase Leads to Weapons, Drugs

SAN FRANCISCO – In the early morning hours of Saturday, March 21st, officers from the Bayview station patrolling the area near Newhall and LaSalle Streets were suspicious of a car parked in a manner obstructing the sidewalk.

According to a statement released by the department, officers observed a man standing on the sidewalk in discussion with a woman sitting in the driver’s seat. Officers approached and asked the man on the outside who the car belonged to. He replied that the vehicle belonged to his sister. Then, without warning, the man took off running, holding tightly to his waistband as he fled.

Officers were able to apprehend him and proceeded to search his person. Police found a loaded 9mm pistol, multiple rocks of crack cocaine, and methamphetamine. 38-year-old Melvin Priestly of San Francisco was taken to Bayview station and booked on numerous charges, including possession of a firearm and controlled substances, possession of controlled substances and cocaine base for sale, carrying a loaded and concealed firearm in public with intent to commit a felony, and resisting arrest.

The driver of the vehicle, 38-year-old Samantha Bennett, also of San Francisco, was found to be in possession of a glass pipe. She was cited for possessing drug paraphernalia and released.

UPDATE: In the investigation into the shooting of Officer Michael Johnson, and the death of his assailant, Scott Dunham, San Jose Police are reporting that “investigators have determined the fatal shot to the suspect was fired by Officer Doug Potwora, #3506 who was one of the first officers on-scene.” SJPD Officer Potwora was able to fire at the suspect, who was some 40 feet from where Johnson was shot. SJPD Officer Potwora is a 16 year veteran with the department.

A prayer vigil took place Friday, March 27, at 8 p.m. in the courtyard at the San Jose City Hall. Services for fallen SJPD Officer Johnson are expected to be held within the next few weeks.

San Jose continues to experience a high rate of violent crime, as Santa Clara Sheriff’s Deputies responded to a report of possible drug activities near the 3600 block of Sweigert Road, in the foothills above Northeast San Jose on Wednesday just before noon.

Shots were fired after two vehicles were spotted, engaged in what appeared to be a drug deal. Deputies got out on foot to confront the two drivers, when one of them accelerated his car and rammed onto their vehicle, and began to drive toward the deputies. One deputy in response fired several shots at the driver. The suspect left the area after backing up and driving away from the deputies. The second car remained, and two women were detained.

According to the Sheriff’s Department, in a statement later that day, “We believe we have all involved suspects detained & have located the suspect’s vehicle.”

The male suspect was identified after he showed up at a local hospital claiming that he had accidentally shot himself. The Sheriff’s officer was notified, and the suspect was treated for non-life threatening injuries. He was then booked into the Santa Clara Main Jail, along with the two female suspects who had been left at the scene and were taken into custody on drug related offenses.

The Sheriff’s department has yet to identify any of the suspects in this case, but arrest records show that on Wednesday afternoon at 5:50, Henry Sires, 33 of San Jose, was arrested and charged with attempted murder and assault on a peace officer, resisting arrest, giving a false name to an officer, and possession and being under the influence of a controlled substance. He was arrested in the Japantown area of San Jose. Sires may or may not have been the suspect in the Sweigert Road incident, but he does have an extensive history with local law enforcement.

Sires was also arrested on February 3 for possession and being under the influence of a controlled substance, possession of drug paraphernalia, drugs without a prescription, resisting arrest and giving false information to an officer. On September 10 he was charged with possession and being under the influence of a controlled substance. In July, he and his wife, Myisha Johnson, were arrested for stealing a car. On May 8 and March 23 of 2014 he was charged with vehicle theft and possession of controlled substances and paraphernalia, and on October 23 of 2013 for possession of a controlled substance.

Neighbor Lets Off Steam, and Bullets

SAN FRANCISCO – On the morning of Tuesday, March 17th, also known as St. Patrick’s Day, officers from Bayview station responded to a call of shots fired in the 1800 block of Palou.

According to information released by the department, several witnesses stated that a neighbor was firing multiple rounds while screaming in the street. A parked van nearby had been damaged from the gunfire. Officers were able to locate the suspect at his nearby home, which is just around the corner on Quint Street. 26-year-old Marlon Fajardo of San Francisco admitted to officers that he had fired the gun and informed them that he had put the weapon away in his bedroom.

After obtaining a search warrant for the residence, the officers discovered a 9mm UZI assault weapon inside Fajardo’s backpack.  He was booked at the station on several weapons related charges and violations, including vandalism for damage to the van, possession of an assault weapon, ammunition, and a large capacity magazine, and carrying a loaded firearm in public. It is unclear what Fajardo was screaming while shooting the weapon, or if indeed the van was his target.

Fajardo apparently has a hard time learning a lesson. Records show he was arrested on February 26 for exhibiting a deadly weapon and vandalism with over $5,000 damage.


Second Suspect Arrested in North Shore Robbery Investigation

NORTH SHORE- A gang member was arrested on Friday in an ongoing investigation regarding a violent robbery that occurred earlier this month.

On March 13 Reyes Market, located in the 98000 block of Ave 70 in North Shore (a community near the Salton Sea) was robbed. During the robbery, a store employee sustained major injuries and was hospitalized.

The Southern Coachella Valley Community Services District Team initiated an investigation into the crime, identifying suspects. Search warrants were served at three separate North Shore locations in connection with the investigation.

The first suspect was arrested in the 101000 block of Sea Breeze Drive on Thursday March 26, 2015.  Jacob Lee Couie, 21 of North Shore, was arrested and booked into the Riverside County jail in Indio for attempted homicide and armed robbery. The suspect’s bail was set at $1,000,000.

A second arrest occurred on Friday March 27, 2015 around 1:00 AM. The search warrant was served in the 72000 block of Fantail Drive, North Shore. According to Sergeant Tim White the suspect, Rafael Isais Murua, age 27 and documented Mecca gang member was taken into custody without incident. Murua was arrested twice last year, on August 13 and April 16 for drug-related offenses.

During the arrest and search, evidence linking Murua to the robbery was recovered. Murua was booked into the Indio Jail for armed-robbery, conspiracy to commit armed-robbery, accessory-after-the-fact, and two felony counts of violating the terms of his Post Release Community Supervision.

The Southern Coachella Valley Community Services District Team is actively pursuing leads in connection with the robbery investigation. Four search warrants have been served so far.

Citrus Heights Mother Sentenced in Infant’s Drug Death

SACAMENTO—A Citrus Heights woman, whose infant son fatally overdosed on drugs he ingested, was sentenced on Friday, March 27  to 12 years and four months in state prison in the child’s death.

Sarah Ann Stephens, 32,  had been charged with murder and felony child endangerment in the death of Ryder James Salmen, who was just seven months old when he overdosed on a fatal mix of Xanax, methadone and a painkiller on September 28, 2012. First responders found the child dead at Stephens’ Citrus Heights apartment.

Ryder died nearly five months after authorities warned Stephens to not breastfeed him because of high levels of methadone found in his bloodstream when he was two months old. At that time, the baby was rushed by relatives to a hospital’s emergency room and was revived by emergency personnel, said district attorney’s officials.

Investigators initially thought the infant overdosed on his mother’s drug-laden breast milk, but prosecutors’ forensics experts later determined “it was scientifically unlikely” the fatal overdose came from mother’s milk, said Sacramento County district attorney’s officials. Prosecutors said it was unclear how the lethal dose was administered to Ryder.

At that time, a social worker determined the infant was at risk because he was a “drug-exposed infant.” CPS ordered a “safety plan” for the child to remain in the home, which officials reportedly said was completed. However, another document—a safety assessment—wasn’t approved by a CPS manager until three months after it was created by a social worker.

Child Protective Services also did not complete another safety assessment after Stephens was cited when a car she was driving, with her son in the back seat, went off the road.

On March 27, standing in a courtroom cell at Sacramento County jail, Stephens listened to letters read by members of her husband’s anguished family, and the sentence handed down by Sacramento Superior Court Judge Joseph Orr.

Ryder’s father, Kyle Salmen, talked about the milestone moments he and his family would never share with his son, and the second chances – too many by his count – granted Stephens.

“Every day I am reminded … that I will not see his sweet smile and big brown eyes ever again,” Salmen said.

Suspect Admits To Photographing Women Unawares

SANTA CRUZ—With video evidence of a foiled attempt to burglarize a house in Santa Cruz, Felton resident Timothy William Maness had no choice but to go down to the police department and explain himself. After that interview, Santa Cruz Police arrested him on numerous charges of peeping and burglary.

On Tuesday. March 10, a 19-year-old woman called police at 9:10 pm because she noticed a male was looking through the window of her residence. The victim had stated that she was home alone and noticed the man outside her window, which is within a secured patio area.

It appeared that the suspect had removed some boards from a fence to gain access to the patio. The victim watched as the suspect opened a window, reached through it and gained access to the residence.

The victim began to scream and pointed a flashlight at the suspect. The suspect then moved to a sliding glass door and tried to gain access to the main house, but failed. Then the victim did a very brave thing – instead of leaving the residence and going to a neighbor’s house and calling police, she confronted him.

She was able to take a few photos of him before he left the scene. The victim, Haley Woolford, gave copies to the police, and even posted flyers in the area with the pictures of the suspect. She and the photos were on local media, spreading the word. Approximately two days later, Maness, knowing police were looking for him because of the photos, showed up at the Santa Cruz Police Department.

He did identify himself as the man in the photos, but did not admit to the incident and told police a different story. Police invited Maness back to an interrogation room to take his statement, and after an extensive interview they arrested him for the incident, and are looking into the possibility that he may be involved in other incidents.

It seems that Maness has a propensity to video and photograph females from outside their residences. After the interview, police booked Maness into the Santa Cruz County Jail on charges of two counts of burglary, two counts of stalking, three counts of peeping and two counts of video recording while peeping.

Taft Man Arrested for Stabbing Ford City Juvenile

FORD CITY — A 30-year-old Taft man was arrested for allegedly stabbing a young man from Ford City during a fight last Thursday afternoon.

Robert Bright was booked into the Taft City Jail for assault with a deadly weapon.

According to the Kern County Sheriff’s Office, the incident occurred at about 2 p.m. on March 26, when deputies, along with officers from the Taft Police Department responded to the call of a stabbing victim who was being treated at a local urgent care.

Upon arrival, deputies said they were able to ascertain that the 17-year-old victim got into an altercation with Bright in front of a home he was visiting in the 300 block of Pierce Street in Ford City.

During the fight, Bright fell to the ground, got up and ran from the area, after allegedly stabbing the victim in the upper, right side of his torso.

The victim was taken to urgent care by friends with non-life threatening injuries.

Later that day, deputies received information that Bright was being chased by a vehicle in the area of Lincoln and San Emidio Streets.

He was taken into custody at  his residence in the 600 block of San Emidio Street.

Officers Make Arrest In School Burglary

Suspects Were Wanted For Burglary And Vandalism

HOLLISTER—Hollister Police Officer Michael Paddy, working in conjunction with the Hollister School District, made arrests in a March 5 incident at R.O. Hardin Elementary School, in which the school was burglarized as well as vandalized. Arrested were 48-year-old Carlos Orta and 23-year-old Roberto Ramirez Pantoja Jr., both of Hollister.

On Thursday, March 5, Hollister Police responded to a call of an interrupted burglary that occurred at Hardin School, located at 881 Line Street in Hollister. When officers arrived they were unable to find any suspects associated with the burglary.

Upon further investigation, police found that the suspects had stolen a large number of electronic devices, and caused over $20,000.00 in damage to the school. Officer Paddy took over the investigation and worked with school administrators to come up with several leads on the stolen devices.

On March 23, the Hollister Police Department served search warrants on three houses in the Hollister Area in conjunction to the stolen devices. Officers were able to locate and recover several of the devices. They even recovered a stolen handgun from an unrelated burglary in 2014.

Officers were able to arrest one of the two juveniles originally responsible for the burglary and vandalism. They also arrested two adults, Orta and Pantoja, and charged them with possession of stolen property. They charged the juvenile with the same offenses.

Police are still working on locating several more of the electronic devices. They have asked that anyone with any knowledge about this incident, or the whereabouts of the devices, to call the Hollister Police Department at 831-636-4330.

HESPERIA – Deputies received a tip from a resident who suspected three people were breaking into a neighbor’s home last week.

When San Bernardino County Sheriff’s deputies arrived, they discovered the two men had broken into a residence on the 8300 block of Minstead Ave. while an accomplice was waiting nearby.

Dustin Hilton, 31, Jonathon Arriola, 29, and Meagen Nelson, 23, were arrested on charges of residential burglary. On Sunday, authorities said the trio would likely appear in court this week.

Sgt. Doug Hubbard, crediting an unidentified person for reporting the crime, said, “the citizen provided detailed information about the suspects, including their vehicle, and continued to provide updates as deputies were responding.”

Shortly after 6 p.m. on March 24, deputies, including a helicopter unit, saw Nelson in a vehicle parked near the residence. Deputies detained her without incident, said Hubbard, before discovering that there had been evidence of a forced entry into the residence.

There was a brief struggle with the two additional suspects, Hilton and Arriola, who attempted to escape through a window. Both suspects, said Hubbard, fled into a bedroom and “failed to comply with deputies’ orders to surrender.”

Both resisted arrest, said Hubbard. Additional deputies arrived and performed a detailed search of the residence. Evidence was recovered that apparently tied the suspects to the crime.

“The suspects had been in the process of ransacking the victim’s property,” said Hubbard, “and it is believed the suspects had planned to load property into the waiting vehicle, or possibly steal a vehicle from inside the (residence’s) garage.”

Burglary tools were discovered inside the suspects’ car, said Hubbard, adding that there might be reason to believe they are involved in other similar cases.

All three suspects were taken to High Desert Detention Center on charges of residential burglary, conspiracy to commit burglary and resisting arrest. Authorities did not reveal the name of either the victim or the reporting party, who was “commended for their diligence, quick thinking and ability to provide specific details to sheriff’s dispatch operators,” said Hubbard.

SALINAS—Do you know, or have you seen, this man?  If so, the Salinas Police would like you call them. He is wanted for the armed robbery of the Factory 2-U store in the Harden Ranch Shopping Center on North Main Street in Salinas.

On Thursday, March 12, at 7:27 pm, Salinas Police were called to the clothing retail store in regards to an armed robbery that had just occurred. The suspect had left the store before police arrived. According to the clerk, the suspect acted like an ordinary customer. He waited in line like a customer, and even put clothes on the counter as if he was going to pay for them.

As the clerk was pulling the security tags off the items, preparing them for purchase, the suspect lifted his shirt displaying what appeared to be a handgun. The suspect then demanded that the clerk hand over an undisclosed amount of cash. Once receiving the cash, he fled out the front door. The suspect was as seen fleeing the area in a white Toyota Camry.

The suspect is described as a white male about 30-years of age, 5-feet-11 and weighing about 220 pounds. At the time of the robbery the suspect was wearing a black hoodie and black Dickies shorts.

Suspected Baby Killers Arrested and Charged

In a spectacular and violent kidnapping, a 29-year-old Oceanside man, Anthony Ray McCall, stormed a Long Beach home and shot three adults before kidnapping infant Eliza Delacruz.

According to Chief Robert Luna of the Long Beach police, the ringleader of the plot was 47-year-old Giseleangelique Rene D’Milian. Authorities allege she had formulated a plan to find two babies to steal and raise them as her own, after she had lied to her boyfriend last year and told him she had given birth to twins while traveling out of the country. D’Milian even went so far as to create a fictitious charity, which claimed to offer help to lower-income single mothers, as a means of getting closer to a pool of potential targets for her and her accomplice.

On the morning of the kidnapping, Saturday, January 3rd, D’Milian and McCall followed Eliza Delacruz’s mother as she traveled home with her infant. At one point, while the mother was walking home, D’Milian even pulled up next to her in a black Range Rover and had a brief conversation with her about the child, before driving off. An hour and a half later, McCall stormed the home and abducted the baby. The baby’s parents and uncle were left seriously wounded in the shooting.

By January 4th, the body of baby Eliza was found inside an Imperial Beach dumpster by a transient man who was collecting cans to recycle. As soon as the infant was confirmed to be the missing Eliza, police from Long Beach to the border began cooperating in an effort to track down D’Milian and McCall. Finally last Wednesday, March 25th, both suspects were arrested and charged with murder, attempted murder and kidnapping.

In an additional incident, the two perpetrators were also charged, along with a third accomplice, Todd Damon Boudreaux, with attempted murder and attempted kidnapping of a baby, stemming from an incident on February 6th. McCall and D’Milian are currently being held on $5 million dollar bail, while Boudreaux’s bail was set at $1 million. The arraignment is set to begin on April 30th.

On the early evening of Friday, March 27th, Bayview officers responded to a call about a stabbing incident near the 300 block of Wayland Street, a block from the Portola Branch Library, ER Taylor Elementary School, and Martin Luther King Middle School.

Near the scene, a witness provided a description and pointed out the direction in which the two assailants had fled. Police located the victim, a 66-year-old man with stab wounds to the chest and abdomen. He was taken to San Francisco General Hospital for treatment.

Officers obtained more witness statements at the crime scene.  A short time later, they were able to locate two suspects, in separate locations, matching the descriptions given by witnesses. Each suspect had blood evidence on his person, according to information released by the department. During an interview with an inspector, one suspect admitted to robbing the victim with his accomplice. Both suspects were arrested on attempted homicide, robbery, and conspiracy charges.

Crime Voice later learned from a public information officer that one suspect was 17-years-old, so his name was not made available. The other suspect is 18-year-old Deandre Gippson of San Francisco.  It was also learned that an additional charge for elder abuse was added due to the victim’s age.  According to an SF Examiner article about the case, the victim’s condition has stabilized.

An undercover operation led to the arrest of a Penryn man on Friday, March 27, in Roseville. According to the Placer County Sheriff’s Office, Noah James Phippen (19) was arrested after he attempted to sell drugs to a police decoy.

A 20-year-old decoy, who was part of the State Department of Alcoholic Beverage Control “shoulder tap” operation, asked Phippen if he would buy him a six-pack of beer. The suspect stated he was also too young to purchase beer, but he offered the decoy hallucinogenic mushrooms. The decoy then purchased a small amount of the drugs.

Deputies from the Placer County Sheriff’s Office were nearby on foot and in unmarked cars during the transaction, which occurred in the 1100 block of Douglas Boulevard. Deputies monitored the conversation between the suspect and decoy through a wire worn by the decoy.

Phippen was confronted by deputies near where the incident took place. He denied selling drugs, but deputies searched his car, which revealed a large supply of cash and drugs. Phippen was in possession of a large amount of cocaine, psilocybin mushrooms, meth, marijuana, scales, and $1500 in cash.

The suspect was taken to Placer County Jail where he was booked on charges including possession of cocaine for sale and transportation of cocaine, possession of methamphetamine, and possession and sale of psilocybin. Phippen’s bail was set at $200,000.

The “shoulder tap” and other operations are run by the Placer County Sheriff’s Office as part of a grant from the California Department of Alcoholic Beverage Control to combat underage drinking.

Remote Access Cameras Help Snag Trespassing Thief

On the evening of Thursday, March 26th at approximately 9:53 pm, officers received a call of suspicious activity, namely trespassers, at a storage facility.

According to information released by the department, the caller spotted the trespassers and was able to give a description of the suspects via a remote security camera feed. Officers entered the facility and proceeded to conduct a search. They found two people who matched the suspects’ descriptions.

A records check revealed that one of them, 23-year-old Damika Mark, was subject to a search condition as part of her active probation. Upon searching her person, officers found a BB gun, a concealed knife, and methamphetamine. In her purse, officers found that she was also in possession of ID cards and credit cards that belonged to at least six different people.

Ms. Mark was placed under arrest at Bayview station on multiple charges, including carrying a concealed weapon, possession of stolen property and violating her probation. She had been arrested in February for grand theft, possession of burglary tools, an unregistered vehicle, and other charges. She reported a residence in Antioch at that time, as she did when she was charged in November with robbery and conspiracy.

The other suspect was identified, investigated and released from the scene without charges.

SJPD Arrest Suspect Involved in Physical Assault at Valley Fair Mall Parking Lot

SAN JOSE, Calif – 25-year-old Troung Son Huynh was arrested for physical assault against a 17-year-old Juvenile who had been harassing him inside the Valley Fair Mall in San Jose.

According to Officer Albert Morales with the San Jose Police Department, “On March 11, 2015, at approximately 8:13 P.M., San Jose Police “911” call center received information regarding a male who was knocked unconscious by an unknown male suspect in the parking lot at Valley Fair Mall.”

SJPD Officers responded to the scene, where they located an unconscious 17 year old male who was suffering from serious injuries that would leave him hospitalized. At the time the police believed that the suspects responsible for the beating may have gotten into an altercation in the parking lot due to gang affiliations. They drove through the area looking for possible suspects. However, Huynh had fled the scene, and was not located at that time.

Morales said, “Preliminary investigation revealed that two subjects were following the victim and his friends in the Valley Fair Mall, and the two groups were exchanging gestures back and forth.”

When the victim had exited the mall with his friends, he was confronted by Huynh and his friend in the parking lot. Huyhn reportedly asked the victim why he was trying to fight with him, while flipping him off when he saw him inside the mall. An argument erupted about his gestures, and during the fight Huynh physically struck the victim, causing him to fall to the ground and lose consciousness.

The San Jose Police Gang Investigation Unit (GIU) was contacted to find the suspect involved due to the possible gang involvement. GIU detectives were able to identify Huynh as the one responsible for the physical assault. But, Morales said, “Through the course of the investigation, it was determined that the assault was not gang motivated.” The SJPD were able to locate Huynh at his home on Thursday, March 26. He was booked into the Santa Clara County Main Jail for PC 243(d), felony battery.
