The scene of the crime - two boys on bikes at Davis' Community Park encountered the flashing woman as her accomplice filmed the incident.
The motive behind the case of indecent exposure for which Wenyi Xu, 30, and Nicholas Bowen, 62, were arrested by Davis Police in July became clearer after Federal child porn charges against the pair were filed on September 12 in Sacramento.
A witness to the July incident said that Xu, wearing only a jacket, flashed young boys in Davis’s Community Park as they rode their bicycles along a nearby sidewalk. Bowen filmed these confrontations on his cell phone.
Davis police arrested Bowen and Xu after they had concluded their filming and were walking back to their vehicle parked north of Community Park. The two suspects pleaded not guilty in Yolo Superior Court to charges of lewd conduct and child annoyance. Both had been free on bail but now are in federal custody.
The Flasher - Wenyi Xu of Folsom was accused of flashing the boys - she now faces additional federal charges.
According to the federal complaint, “When Xu asked why he [Bowen] was videotaping her exposing herself to boys, Bowen replied that it was in order for him to get ‘excited later.’ ”
To film the Davis Community Park confrontations, Bowen and Xu were equipped with eyeglasses that had cameras built into them, the federal complaint says.
But it came to light in further investigation that Bowen and Xu allegedly traded child porn images through the internet and their cell phones. Xu allegedly sent Bowen a sexually exploitative image of her own child.
The Mastermind - Nicholas Bowen of Grizzly Flats filmed the incident and has a criminal history. He will also face federal charges related to child pornography.
Bowen has a history of DUI, drug-related and theft arrests in Sacramento County. He formerly worked as a branch manager for the California Department of Public Health. Xu was employed as a researcher for the state Department of Health Services.
If convicted on both the Yolo County indecent exposure and federal child porn charges, Bowen and Xu might face from five to 20 years in prison.
