BAKERSFIELD —  A routine traffic stop on Tuesday led to the arrest of a 50-year-old man and his suspected female accomplice who allegedly are connected to a pair of Bakersfield area burglaries that occurred last month. William Kang and Colleen Waits were booked into the Kern County Jail on April 8, on one count of first degree burglary and conspiracy. Kang was additionally charged with one count of vehicle burglary, resisting arrest and parole violation.

According to the Bakersfield Police Department, the Kang was suspected of burglarizing a vehicle in the parking lot of the In-Shape City fitness club in Bakersfield on March 20, as well as a residence in the 10500 block of Marazion Hill Court on March 25. A witnesses video recorded Kang breaking the window, entering and removing items from the victim vehicle, and described the getaway car as a 2002 Toyota Camry or Corolla, silver or light green.

“Earlier today an officer spotted the suspect vehicle in the area of Truxtun Avenue and Lake Truxtun,” Detective Louis Wood of Bakersfield Police Department said. “The officer initiated a stop, taking the female driver into custody without incident.”

Wood added that Kang, who was also in the vehicle at the time, was found hiding in the rear passenger compartment, and after refusing to comply with the officer’s commands, was taken into custody with the assistance of a K-9 unit.

Kang was treated for minor injuries at Kern Medical Center before being released and booked.

Student Pleads Not Guilty on Charges Stemming from Brawl with Teacher

SANTA MONICA – The 18-year-old student arrested for a classroom fight which was caught on video has pled not guilty to charges of drug possession and assault.

On Friday April 4, two students at Santa Monica High School were arrested in connection with an assault that was recorded on video and quickly went viral. In the fight between science teacher and wrestling coach Mark Black and a student, no punches were thrown. However, the teacher grappled with the student, crashing into desks and ultimately restraining him on the floor.

A 16-year-old boy was arrested on suspicion of battery as well as Blair Moore, 18, of Los Angeles. Black claimed that the fight was self-defense, occurring when he discovered drugs on the students and they became violent with him.

The reaction from the school board was that of immediate condemnation of Black and his suspension. In a letter sent home with students, Superintendent Sandra Lyon called the physical restraint used by Black “unacceptable”.

The letter received immediate backlash from parents, who lauded Black for intervening. The controversy even launched a Facebook page supporting Black and challenging his suspension. At this time the page has more than 21,000 likes.

Lyon apologized over the weekend for making a statement without full knowledge of the situation. School board member Oscar de la Torre is also reported to have said he feels that Black acted within his rights. De la Torre also noted that he could have hurt the student badly, but merely restrained him, even putting himself in danger.

Moore was charged with two counts of threatening a public school official, one count of possession of a box cutter on school grounds, one count of possession of less than 28.5 grams of marijuana on school grounds, and one count of force or violence against a school employee in retaliation for an act performed in the course of his or duties. All of these charges are misdemeanors. On Tuesday, Moore pled not guilty and was released on his own recognizance.

UPPER LAKE, LAKE COUNTY – 5 men and a 17-year-old from the California Central Valley area were arrested traveling through Upper Lake in preparation for a big fighting match. The problem was they were headed for a cockfight, an illegal match that pits artificially armed roosters against each other in battles to the death.

Anthony Alarcon Jimenez, Ociel Mendez, and Oscar Salvio Barajas (Lake County)

On Sunday night, at 8:40 pm, Lake County deputies saw a green Ford Expedition headed west along Highway 20 with a defective brake light. According to Steve Brooks of the Sheriff’s office, the deputy pulled the vehicle over near Old Lake County Road, and asked the driver, 31-year-old Anthony Alarcon Jimenez for his license and registration. As the front seat passenger, Ociel Mendez, 26, opened the glove compartment, a hypodermic syringe was revealed. The deputy, noticing this, what looked like some loose marijuana on the floor, and the odor of marijuana drifting out of the car, had enough probable cause to initiate a search of the vehicle and occupants.

Valentine Valencia Chavez, Francisco Zavala Infante (Lake County)

Valentine Valencia Chavez, Francisco Zavala Infante (Lake County)

The deputies had the occupants of the vehicle get out. In addition to Jimenez and Mendez from Merced, the passengers were Oscar Salvio Barajas, 35 of Chowcilla, Valentine Valencia Chavez, 37 of Stockton, Francisco Zavala Infante, 28 of Los Angeles, and the 17-year-old. The search of the Expedition revealed no more drugs, but there was $24,000 in cash just sitting on the floor. None of the six claimed ownership or said they knew anything about it. Another $42,000 was found on the suspects, bringing the cash total to $66,000.

In the back of the SUV were nine cardboard boxes, each containing a rooster, with its weight noted on the box. Lake County Animal Control officers were summoned to the scene to help. The roosters had been altered, apparently for fighting purposes. Their wattles and combs had been cut off the birds in a processed called dubbing. This is a common procedure for fighting birds because those areas bleed easily, which can interfere with their fighting abilities. The birds also appeared to have visible head and beak injuries consistent with fighting birds. The animals were transported to the County Animal Control facility for care and holding.

One of the altered roosters found in the car, and the boxes they were packed in.

One of the altered roosters found in the car, and the boxes they were packed in.

The deputies also found a bag containing razor sharp spur blades, which are attached to a rooster’s leg as weapons when they are sent into battle. Some of the blades appeared to have dried blood on them. The bag also held leather blade covers so the birds can “spar” before the fight without doing permanent damage to each other.

During interviews the men told the deputies that they had come up from the Valley for a “Rooster Show” but never made it. One of them had previously been to such a show, in reality a cockfight, at a ranch somewhere off Highway 20.

Razor sharp blades and other cockfighting tools, along with $66,000 in cash was confiscated.

Razor sharp blades and other cockfighting tools, along with $66,000 in cash was confiscated.

Cockfighting has been relatively unknown in Lake County, with only one incident recorded from 2008 to 2013, according to the Humane Society. It is more prevalent in the Southern California Counties of Los Angeles, San Bernardino, Riverside and San Diego. This incident, and their reports of fights going on, should bring new attention to the issue to local law enforcement and animal control. Penalties for engaging, hosting, supporting, viewing or participating in cockfighting have recently been increased, with penalties up to $25,000 and up to 3 years prison time. It can also qualify for federal animal welfare prosecution.

The five men were all charged with cruelty to animals, making or taking bets on a contest, possession of fighting bird equipment, possession of fighting roosters, and permitting a bird fight. They were all booked at the Lake County Hill Road Correctional facility, while their minor companion was booked at Juvenile Hall on charges of possession of fighting bird equipment, possession of fighting roosters. The $66,000.00 in cash, apparently for use as gambling money on the fights, was seized for potential asset forfeiture if it is proven to be proceeds from illegal activity.

The Davis Police Department announced on April 6 that a Woodland duo nabbed for allegedly stealing merchandise from the Target in East Davis, may be responsible for more than a dozen similar thefts previously both from that store, as well as the Minnesota-based retail corporation’s Woodland outlet.

According the Davis Enterprise, several Davis police cars “massed” in the Davis Target’s parking lot adjacent to Second Street to apprehend Monique Marie Wynant, 32, of Sacramento and Robert James Richey II, 33, listed as a transient from Woodland, on the shoplifting charges. According to Davis police Lieutenant Tom Waltz, Wynant and Richey had walked out of the Davis Target on the evening of March 30 with merchandise including watches, electronics, baby clothing and other items on their persons without paying.

Waltz said a search of probation records conducted after Wynant and Richey were jailed revealed evidence “that these individuals were responsible for previous shopliftings at Target stores in Davis and Woodland.” Waltz also said that Target security had been watching Richey and Wynant for quite awhile before they were actually arrested. The duo’s alleged crimes against Target in Woodland are still under investigation.

“It’s more than a handful [of shoplifting incidents],” said Woodland police Sgt. Brett Hancock. Woodland PD is working with Target security to tally up the losses.

Meanwhile, Wynant and Richey continue to remain in custody at the Yolo County Jail. Wynant faces four counts of burglary. She is being held in lieu of $60,000 bail. Richey faces a single burglary charge. He also will have to deal with a misdemeanor warrant out of Sacramento County. His bail was set at $30,000.

The Yolo County District Attorney’s office may add more charges the alleged shoplifters will have to face later. According to their Facebook profiles, both have kids, and are in a relationship with each other.

SAN BERNARDINO – Police wrote 13 citations and impounded 14 vehicles on Tuesday when they drove after facing sanctions in Superior Court.

An undercover sting at Superior Court had targeted drivers whose licenses had just been suspended or revoked by judges. The drivers had just been convicted by the court for driving under the influence of alcohol or drugs, according to a press release.

Sgt. Vicki Contreras said 28 offenders were followed by officers from the courtroom to their vehicles “to ensure they weren’t driving.” She said, “Some offenders complied with the law and had alternate means of transportation.”

There were, she said, 13 individuals in court “who proceeded to get behind the wheel and drove away from the court house.”
Officers also conducted other enforcement stops when they witnessed drivers violating traffic laws, “in an attempt to keep motorists safe.”

Those who chose to drive, she said, “were stopped by waiting officers.”
Those stopped for driving after having their licenses suspended or revoked were cited back into court.

Thirteen people drove with suspended or revoked licenses, she said. There were nine miscellaneous traffic violations and 14 cars were towed to an impound yard.
Contreras said those arrested, “could face additional jail time, long driver license suspensions along with other financial hits including possible attorney fees, court costs, lost time at work and the potential loss of job or job prospects.”

She added, “When family, friends and co-workers find out, violators can also face tremendous personal embarrassment and humiliation.”
Officers conducted the sting operation between 8 a.m. and 1 p.m., she said.

A grant from the state Office of Traffic Safety through the National Highway Traffic Safety Administration funded the operation, said Contreras. San Bernardino police has conducted the operation on prior occasions and will likely do so again.

COVELO, MENDOCINO COUNTY – A couple visiting the Eel River were carjacked by another couple as they were leaving. That couple was captured within 2 hours.

Mike Gunter and Richean Watchman, who, according to their Facebook pages, have been a couple since they met in 2011, were at the Eel River off Highway 162 in the hills south west of the town of Covelo. They are both from Willits, several miles further south. According to a report filed by the Mendocino Sheriff’s Department, at about 7 pm they were leaving in a red lifted Chevrolet truck and another car, when a large brown Ford truck pulled in front of them, blocking the way.

While the driver of the Ford stayed inside, a man and a woman, later identified as Christopher Bayard II and Lori Schwarm, got out of the Ford and approached the Chevy. Bayard pointed a handgun at the couple, and ordered the driver out of the truck. Bayard and Schwarm then got into the Chevy and drove it off eastbound, towards Covelo. The driver of the Ford truck took off as well.

A highway patrol officer responded to the scene, and at 7:28 alerted the Sheriff’s Department of the stolen vehicle last seen heading towards Covelo. It didn’t take long for deputies in Covelo to locate the distinctive red pickup, and they spotted it along Highway 162. The truck turned down Howard Street, and they pulled it over in the area of Round Valley High School. Bayard and Schwarm were taken into custody at about 9 pm.

The couple showed signs of being under the influence of a controlled substance while being arrested, and a search of the stolen vehicle revealed a used Meth pipe. Lori Schwarm was arrested under charges of carjacking and being under the influence of a controlled substance. Christopher Bayard was charged with the same, as well as possession of drug paraphernalia and ammunition by a prohibited person. (He is a previously convicted felon.) They were booked into the Mendocino County Jail, with bail set at $75,000 each. The driver of the Ford Pickup was not located, and is still wanted as an accessory.

Officers of the San Rafael Police Department have begun to make headway on a downtown restaurant shooting that took place early last month. SRPD officers arrested two men in connection with the shooting on Tuesday evening, as detailed in a press release by SRPD Public Information Officer Margo Rohrbacher.

Just after 1:00 a.m. on Saturday, March 1, an assailant approached the victim inside Pa’s Mexican and Filipino Cuisine, located at 916 B Street in San Rafael. The gunman shot the victim multiple times, leaving the 31 year old severely injured. The victim is still in the hospital.

Officers arrested Christian Fernando Moran and Victor Alexis Deleon on charges of conspiracy and attempted murder for their alleged involvement, but SRPD has not specified the nature of their connection to the shooting. “The witnesses have only described one shooter,” Rohrbacher explained, which is why the two suspects have been charged with conspiracy in addition to attempted murder.

After questioning Moran, 19, officers took him into custody. Deleon, 20, had been booked at Marin County Jail on an earlier probation violation and was booked again on the new charges once officers identified him. Moran and Deleon are both San Rafael residents.

Both suspects are being held without bail and had their first appearance in court on these charges at 9:00 a.m. on Thursday.

SRPD is unable to share many of the details about the shooting, such as any known motives or the number of additional suspects officers are tracking down at the moment, Rohrbacher explained.

“The investigation is still ongoing, but we are confident that we’ve arrested two of those responsible,” she said. There may be additional arrests as officers uncover more information about the crime.

Carey’s next court date has been scheduled for plea on April 17 at 1:30 pm in Dept. 51. Carey is facing a jail term of more than 4-months and a 3-year mandatory probation period with the courts.

Carey was reported to have been seen shoplifting at Famous Footwear, Nike, and Marshall’s located at the Great Mall in Milpitas. One MPD Officer working in the mall said, “When people are caught shoplifting here they often come in and steal from more than one store”. The officer said, “We stop in stores to make contact with merchants to let them know if they need any help on how they can contact us”. Several employees working in the mall said, “We see the police come in our store”. Often they tell the employee how to contact them if they need help. “We just call mall security if we have a problem,” one worker said. Smaller stores do not have their own security officers like larger stores.

Kohl’s, Marshall’s, and Burlington all have security employees who watch over the merchandise in their stores. Once a person has been found to be shoplifting, these employees will call the MPD substation located near the main garage area within the mall. Once an officer is available they will question the suspect and then book them into the main jail for stealing. In some instances a store employee will call in and provide a description of a suspect. Once a description goes out several security and police officers will help look for the suspect(s) that matches the description.

FRESNO – Fresno County sheriff’s deputies shot and killed a suspect who they say was wielding a handgun early Thursday morning in Clovis.

The man killed by the deputies has been identified as 23-year-old Robert James Van Camp of Clovis.

Deputies went to Van Camp’s residence after receiving a call from his mother that he had a gun and was suicidal. They were told that Van Camp made threats to not only kill himself, but also other family members, according to the sheriff’s department.

Van Camp also allegedly made statements about committing “suicide by cop,” sheriff’s spokesman Deputy Chris Curtice said.

Deputies responded to the scene around 2:30 a.m. and approached the home on foot. They contacted the Van Camp outside of the home, Curtice said.

“The suspect was still armed. He turned toward the deputies with a handgun. The deputies fired several rounds, striking him more than once,” Curtice said.

Curtice said that there are unconfirmed reports that the suspect may have fired once.

The deputies performed CPR on the man and emergency personnel arrived, but Van Camp died at the scene, Curtice said.

This was not the first time that the sheriff’s department had been called out to the residence.

“We’ve been at the residence over the past 3 years; I think there have been 28 calls for service at this residence. Several different types of calls, including several disturbances and mental health issue calls,” Curtice said.

Curtice said that the deputies did everything “tactically very well,”

“They parked south of the residence and walked up because of the information that they had that this subject was armed and they didn’t want to be ambushed as they walked up,” he said.
