It all began with an attempted routine traffic stop for speeding, by a CHP officer at about 2 pm on Wednesday, March 18 on Interstate 80 in Vacaville, near the I-505 interchange.

Instead of pulling over, Ramon Bernal, 24 and a resident of Davis, accelerated south on Interstate 80. Beyond Fairfield, he turned onto I-680 and sped further south, allegedly reaching speeds upwards of 95 miles per hour. Pursuing officers followed him through Contra Costa and Alameda counties.

Finally, in Los Altos, Bernal was forced to a halt by a spike strip that CHP officers had laid across the I-280 roadway in anticipation of his arrival. After the tires of his Nissan Pathfinder were shredded, the SUV flipped onto the freeway’s central median. Bernal was, however, able to leave the vehicle unaided before he was arrested. Video of the final crash is posted on YouTube.

He was medically cleared at an area hospital before being lodged in the Santa Clara County Jail on charges of evading a peace officer and driving under the influence of drugs authorities declined to specify.

He Used A Stolen Cell Phone to Make the Threat

SANTA CRUZ—The Santa Cruz Police Department has made an arrest in a bomb threat incident that put a High School campus on lockdown, and sent students home for the for the rest of the day last Thursday. Police arrested a 14-year-old Harbor High School Student on misdemeanor charges of possession of stolen property and making a false bomb threat.

Last Thursday, March 12, the Santa Cruz Regional 911 Center notified Harbor High School administrators about a bomb threat. Santa Cruz Police responded, and after careful collaboration, administrators decided to evacuate the campus.

Parents were contacted and advised of the situation and ask to come and pick up their children. School Administrators, along with the Santa Cruz Police Department and the Santa Cruz Fire Department, conducted a safety check, and at 3 o’clock declared no suspicious devices were found.

A witness came forward and told police that he saw a kid dispose of a cell phone in a garbage can after he was finished with a call. Armed with that information, investigators searched and found the phone in the garbage can on campus. It appears that the cell phone was stolen earlier from a fellow student.

The witness was able to identify the suspect in the case. Later that evening investigators paid a visit to the suspect’s home, where he was with his mother. Police placed the under-aged suspect under arrest and booked him into the Santa Cruz County Juvenile Hall on charges of possession of stolen property and making a false bomb threat, which are both misdemeanors.

The Santa Cruz Police Department and the Harbor High School staff would like to commend the student witness for coming forward with the information.

FRESNO – A gang member will be facing theft charges after police viewed video surveillance allegedly showing him stealing items from a Walmart earlier this year.

Emilio Mancia is already behind bars for allegedly robbing a shoe store in southeast Fresno in the beginning of January. The District Attorney’s Office is now looking to file grand theft charges against Mancia based on the Walmart robbery.

Mancia allegedly stole three computers, a lawn mower and other merchandise from the Walmart located on the 5100 block of East Kings Canyon Road in January and February. The estimated total value of the items is more than $1,600, which supports the grand theft charge, authorities said.

Mancia is currently serving time for robbing Warehouse Shoe Store on the 4700 block of East Kings Canyon Road on January 7.

This is not Mancia’s first brush with the law. He has been arrested every year since 1996, except in 2004 when he was incarcerated, authorities said. His arrests have included suspicion of assault with a deadly weapon, robbery, auto theft, burglary and grand theft.

After mourning the death of San Jacinto Police K-9 Sultan in January, the department officially welcomed a new K-9 officer on Wednesday March 18, 2015.

On Wednesday, January 21, 2015, San Jacinto Police K-9 Sultan along with his handler, Deputy Mark Wallace were searching for a wanted felon.  Sultan had tracked the man underneath a house and the suspect shot him. Deputy Wallace rushed his wounded partner to an animal hospital where he was pronounced dead.

The suspect, later identified as 36-year-old Todd Allen Hodge  remained under the house, refusing to surrender and creating a standoff that lasted at least nine hours. The SWAT team was called in and utilizing flash-bang grenades were able to get the Hodge to emerge. Hodge however, emerged armed and was shot and killed.

K-9 Sultan was a narcotics and tracking canine. He had served with the San Jacinto Police Department, for two years. Since the loss of Sultan prompted an overwhelming outpouring of condolences and support from the public. A service was held for Sultan at the War Dog Memorial near March Air Reserve Base in Riverside in February and hundreds attended.

This outpouring of positive sentiment included that of Dave and Pip Reaver, owners of Adlerhorst International Kennels, who generously donated a police service dog to the San Jacinto Police Department.

The city of San Jacinto kindly accepted the donation and welcomed the new member of their police department. The city of San Jacinto announced this week that Deputy Wallace has begun the basic K-9 handler’s academy with his new partner, “Kyra”.

According to a press release from the Riverside County Sheriff’s Department, Kyra is a 23-month-old Dutch Shepherd from the Netherlands.  After advancing from the basic K-9 handler’s academy, Deputy Wallace and Kyra will begin patrol together in the city of San Jacinto.

SAN FRANCISCO – On the morning of Monday March 16th, residents and dog walkers in the Bernal Heights area called police due to a raucous cacophony coming from the gated path leading to the radio tower atop Bernal Hill.

According to information released by the department, Ingleside station officers Wong and Chang responded to the scene and found a battered Honda with two occupants parked near the radio tower.  Officers learned that the couple drove three times into the gate, the first two not succeeding in smashing it open, before continuing up the dirt road.

According to the police statement, the occupants were lovers on their way to engage in some physical act that might convey their feelings, but it was not made clear how that conclusion was drawn. Both of the suspects were taken into custody. The driver, 31-year-old Mark Johns, of Champaign, Illinois was not in possession of a valid California license or insurance.  He was booked for trespassing, vandalism, malicious mischief and other charges. His companion was not charged.

Weenie-Wagger Chats Up Bus Driver

Ventura County – There is no argument that between contemporary trends in books, movies, television, and the unfettered world of sexual activity available at the click of a mouse button, Americans are no longer the prudes of yore.

But while we may have today approached the libertine, with our urban populations frequently behaving in a manner indistinguishable from Europe’s counterparts in Berlin, Amsterdam, or London, our behaviors remain ostensibly under some level of legislative control designed to keep “private things” just that: private.

Apparently, however, there are those brave souls walking the streets of our neighborhoods who eschew any such limits, and who go to considerable lengths to freely express their sexuality far outside any notions of behind-closed-doors privacy. Clear evidence of this socially anomalous behavior allegedly occurred in the morning of March 12th in the City of Moorpark—hardly known as a tenderloin community—when, according to Moorpark Police Department’s spokesman Det. Sgt. Robert Fleming, a female school bus driver, behind the wheel of her Moorpark Unified School District livery and waiting for a student passenger to onboard, was approached by Richard Patrick “Pat” Ford, who allegedly “engaged her in conversation.”

Perhaps feeling that his rhetorical skills were somehow below par, Ford raised the tempo of things, continuing to exchange thoughts while directing the lady driver’s attention “to his groin area, at which time she noticed that the zipper of his pants was partially down, exposing his genitals.” Rather than immediately correct what may have initially been a mere oversight and an awkward sartorial faux pas, Ford “continued talking to the victim while he further exposed his genitals.” With his personal goods thus exposed to the climactic elements and the bus driver’s line of sight, Ford reportedly continued the conversation while enjoying the morning weather.

While Fleming’s report does not specifically note the driver’s reaction, once her student passenger had boarded the bus—no doubt thinking this was an interesting way to begin the school day—she presumably slammed the bus door closed and drove off to make her report to law enforcement. Ventura County Sheriff’s East County Major Crime Bureau immediately investigated her allegations, contacted Ford at a local coffee shop, and took him into custody.

Ford was booked into Ventura County Jail on a felony count of indecent exposure, and was promptly garbed in the facility’s stylish orange jumpsuit…a fashion statement traditionally lacking zippered closures.

SACRAMENTO—A Sacramento man has been arrested on kidnapping charges after trying to take two children from a church parking lot on Sunday, March 22.

Paul Nelson, 34, is accused of approaching two children, ages 2 and 5, at Calvary Christian Center on Del Paso Boulevard and walking away with them. The children were playing near a picnic area in the church’s parking lot. Members said there were many families at the church for a birthday party and choir practice.

“That lady, one of the sisters, comes in, yelling and crying, screaming, ‘They tried to take my kids! They tried to take my kids,'” said witness Steve Ambriz.

As Nelson walked away with two of the children, a family member, as well as others who were nearby, stopped him and held him down until police arrived, according to police. Several officers arrived and struggled with the man before he was taken into custody.

“We are lucky the suspect did not get away with these children,” said Sacramento police officer Justin Brown. “They were very small children and the suspect could have easily run a little bit faster to get away with the children.”

The kidnapping attempt occurred behind the Calvary Christian Center Chapel.

The kidnapping attempt occurred behind the Calvary Christian Center Chapel.

Church member Steve Ambriz said, “I looked at his face when he was down on the ground and he was on the influence of something because it looked like total evilness.”

Ambriz said Nelson wasn’t a member, but had started to come around the church and praying with members in recent weeks.

“I took it that he was okay, but now I think about it twice that maybe he was scoping or looking,” Ambriz explained.

George Smith, a deacon at the church, said Nelson is a single father and believes what happened could be a misunderstanding.

“He went through new membership class here. He’s not a molester. He’s not any of that, whatever they’re making him out to be. He’s a good guy. He’s got a good heart,” Smith told the media.

Investigators said Nelson had no relationship or connection with the two boys. They are safe and sound with their families.

Nelson faces charges of kidnapping, resisting arrest and outstanding warrants, police said. No injuries were reported.

Calvary Christian Center has stepped up security, to ensure the safety of their youngest members.

Aguanga Woman Arrested after Fleeing Police with Child in Tow

A woman allegedly driving intoxicated initiated a police pursuit in Temecula Saturday afternoon, eventually fleeing on foot with her young son.

Temecula Police report that on Saturday, March 21 at 12:00 PM, an officer spotted a black 2011 Mazda 3 hatchback that was driving erratically on Redhawk Parkway in Temecula. The vehicle was exceeding the speed limit, running stop signs, and weaving across traffic lanes. When the officer attempted to stop the vehicle, the driver refused to pull over and increased speed, attempting to flee. Believing that the driver was likely intoxicated and a danger to the public, the officer pursued the Mazda.

According to a Riverside County Sheriff’s Department press release, the officer was unable to identify the occupants of the vehicle because of its excessively tinted windows. Meanwhile, the chase continued with the vehicles lapping around the Redhawk Parkway – Vail Ranch Parkway loop with the Mazda continuing to ignore red lights and stop signs. Eventually the driver of the Mazda turned north to Margarita Road before turning right to eastbound Temecula Parkway.

Officers continued the pursuit east to Highway 79 South and past the city limits, where the vehicle turned onto Dugan Drive. From there, the Mazda had nowhere to go other than into the hills. The car soon became disabled in a ditch. The driver, 38 year-old Aguanga resident Janice Castro, then fled the Mazda on foot, dragging along her pre-adolescent son, who had been a passenger in the car.

A Riverside Sheriff’s helicopter was dispatched, along with several additional ground police and sheriff’s units. Castro ran through the hills with her child until she came upon an industrial yard, and sought out an accomplice for her flight. The suspect reportedly attempted to flag down semi-truck, hoping to catch a ride out of her predicament.

At this point, authorities converged on the scene and took Castro into custody without further incident. Her son was uninjured, and Temecula Police personnel took him to safety. Castro was reportedly booked at the Southwest Detention Center for felony evading, felony child endangerment, and driving under the influence of illegal drugs.

The FBI busts prison gang members for smuggling drugs, cell phones and orders to kill

$

SANTA CLARA COUNTY – After a multi-month, wide-ranging law enforcement investigation, two dozen San Jose–based members and associates of Nuestra Familia, a violent prison and street gang, face dozens of felony charges ranging from conspiracy to smuggle drugs, weapons and cell phones into jail,  up to attempted murder.

“Operation Red October” – named for the gang’s colors and the month of a major raid – led to the arrest and seizure of thousands of dollars in illicit cash, methamphetamines, guns, and coded gang communications called “kites.” Some kites included organizational charts, explicit directions on what kind of weapons should be in their personal arsenals, and the deadline for killing someone.

The suspects, some of whom had street monikers such as Pistol, Monster and Bam Bam, could face major prison time if convicted. Their trial dates are scheduled to begin April 13. Five of the charged suspects remain fugitives.

For months, the FBI’s Santa Clara County Violent Gang Task Force reviewed hundreds of coded gang writings, and interviewed high-ranking Nuestra Familia sources. The investigation revealed that incarcerated Nuestra Familia members were using the kites – smuggled in and out using prisoners’ body cavities – to direct street gang members to commit robberies, sell drugs and handle “removals” – gang code for killings.

The investigation was a collaboration of the DA’s Office with the FBI, Santa Clara County Sheriff’s Office, San Jose Police Department, Campbell Police Department, Santa Clara County Probation, California Department of Corrections & Rehabilitation, the DEA, Mountain View CHP, the Regional Auto Theft Task Force, and the Santa Clara, Milpitas and Gilroy Police Departments.

Suspects Dominguez, Gonzalez, Varela, Garcia, Rivera, Ochoa, Avila, Garcia, Rodriguez, Lee, Rodriguez, and Barba.

Suspects Dominguez, Gonzalez, Varela, Garcia, Rivera, Ochoa, Avila, Garcia, Rodriguez, Lee, Rodriguez, and Barba.

The suspects arrested, or still wanted* in the operation were (top photo) Armando “Gino” Silva, 44; Benjamin “Big Happy” Mendez, 37; Carlos Roman, 40; Cassey Klauer*, 27; Colleen Dunn, 51; Daniel “Bird” Millich, 27; Diego “Chucky” Mendoza*, 25; Fidadelpho “Lil Sav” Ortiz, 17; Frank “Digit” Cruz, 29; Fred “Maton” Macias*, 35; Freddie DeLaCruz, 33; and Herman “Chango” Sifuentes, 34.

Also arrested or wanted* (second photo): Jacob “Tank” Dominguez, 29; James “Pistol” Gonzalez, 33; Jesus “Yoosh” Varela, 30; Juan “Monster” Garcia, 22; Juanita Rivera, 48; Karlee Ochoa*, 35; Peter “Payaso” Avila, 29; Raymond “Oldies” Garcia, 35; Rodolpho “Zeke” Rodriguez, 36; Shawn Vernon “Bam-Bam” Lee, 34; Sonya “Giggles” Rodriguez*, 49; and Steven “P-Nut” Barba, 28.

Other FBI investigations uncovered a male suspect who was found to be manufacturing firearms without a permit. Strict guidelines are set to help prevent convicted felons from possessing weapons, as well as a cry from parents to help keep guns out of young kids’ hands. A felony indictment was filed against Jeffery Lawrence Mauk, aka Vito Genovesse, on Jan 28, 2015. The indictment charges Mauk with seven counts of being an unregistered manufacturer of guns, producing short barreled rifles, while pretending to be a Marshal working with the United States Marshal Service. Mauk was found to be in possession of several firearms as far back as Sept of 2013. The next continued court date is scheduled for 9:30 AM on May 13, 2015 for a second status hearing before the Honorable District Judge Lucy H. Koh in the San Jose Federal Courthouse, in courtroom 8 on the 4th floor.

Cases in which felons obtain guns – like 51-year-old Craig Anthony Bell, who is being charged with PC 422, threats of violence, with prior allegations under PC 667(b)-(I)/1170.12 – can often turn deadly. On March 14, 2014, Bell committed the crime when he threatened to cause great bodily harm or injury to others. However, without access to a gun, the threats were limited to just a verbal confrontation, and Bell was found to be under the influence of a known hallucinogenic drug.

While at 1300 block Kane Court in San Jose, Bell had become mentally unstable and began to talk about killing people. The SJPD responded to the scene and soon found that Bell was in possession of a contraband drug, cocaine. He reportedly began to feel chest pains once placed inside a transport vehicle for booking into the Santa Clara County Main Jail. Bell was held for a 72 hour mental evaluation in the booking process. A family member had called police to report that their father was destroying the house and had been smoking meth, and that they were afraid of what he might do.

The next court hearing for Bell will be held at the San Jose Hall of Justice in Dept 44 at 9:00 AM on May 4, 2015.

Lawyers for Susan Hoskins, accused of shooting to death her husband Bryan Hoskins last August, are seeking unspecified evidence of police misconduct in the case.

At a brief conference in Yolo Superior Court before Judge David Reed on March 18, J. Tony Serra, a well-known civil rights lawyer and war tax resister from San Francisco, announced he will file a “Pitchess Motion,” which is a formal request for information contained in a law enforcement officer’s personnel file. Such information could include complaints against the officer that may have been lodged against him or her.

With fellow defense attorney Shannan Dugan at his side, Serra did not identify the officers his motion targets, or why he believes police misconduct may have influenced the outcome of the Hoskins case. Judge Reed indicated he will consider Serra’s motion on April 17. That is when the defense lawyers and prosecutor Carolyn Palumbo will also discuss subpoenas regarding medical records and other documents concerning Ms. Hoskins and her late husband.

Federal Immigration and Customs Enforcement (I.C.E.) agents arrested 46 year old Hector Coria Gonzales at his Davis residence on March 20. I.C.E. officials stated that they are initiating proceedings to deport Gonzales to Mexico because he admitted having unlawful sex with a sixteen year old altar girl. While an immigration court examines Coria’s case he is currently lodged in the Yolo County Jail without bond.

As part of the plea agreement that resolved his case, Coria pleaded guilty to statutory rape in Yolo Superior Court in June, 2014. He admitted being involved sexually with the altar girl at St. James Parish in Davis where he served as priest.

He subsequently had been residing in the United States legally. However, that status changed when the Catholic Church removed him from the ranks of the priesthood after his conviction. Roman Catholic diocese of Sacramento officials asked the Vatican to defrock the former St. James parish priest.

“Father Coria ‘s behavior with the minor was a crime and a sin,” Kevin Eckery, a spokesman for the Sacramento diocese told The Sacramento Bee at the time. “He will now be held to account for his behavior.”

The altar girl is identified only as “M.L.” in court documents had indicated she did not wish to see Coria prosecuted. The criminal complaint related to encounters between Coria and M.L.which took place at a home, in a vehicle and at the church rectory during a period of eight months.

In the immediate aftermath of Gonzales’ guilty plea last year, Yolo County Chief Deputy District Attorney Jonathan Raven stated he was pleased with the plea deal. “He took responsibility and [the victim] won’t have to be put through the pain… of having to testify at trial.”

As a result of the plea agreement, Coria, 46, was sentenced to serve 90 days in jail and also was to be placed on formal probation for three years. In addition, Yolo Superior Court Judge Paul Richardson barred him from having contact with the girl until she turns 18.

Authorities did not disclose when the immigration court will conclude its examination of Coria’s case.
