The Rio Vista Police Department (RVPD) have arrested a suspect in connection to the explosion of an improvised explosive device (IED) near the police department on July 20, 2013, according to an official citizen alert.
Former Rio Vista resident Harry William Norman, 43, of Sacramento was reportedly arrested the morning of July 26, 2013, and booked in the Solano County Jail on multiple felony charges of detonating an explosive device, possession of a destructive device and possession of components of a destructive device.
According to the RVPD, police officers with personnel from the Bureau of Alcohol, Tobacco and Firearms (BATF) interviewed Norman on July 26, 2013, after he reportedly claimed responsibility for the explosion on July 20. During the interview, Norman reportedly admitted to detonating the device and admitted to having in his truck an additional IED.
Upon Norman’s statement, personnel from the RVPD, BATF, and Rio Vista Fire Department reportedly evacuated an apartment building in the 100 block of Drouin Drive and located a suspected IED in Norman’s vehicle. The IED was rendered safe and the displaced residents were allowed to return to their homes with two hours of being evacuated.
The RVPD says this case remains under active investigation and will be submitted to the Solano County District Attorney’s Office for review and charging.
