Laguna Woods couple arrested in probation sweep

COSTA MESA – Justin Davis Markin and Anna Jean Giss of Laguna Woods were arrested last Thursday, May 16th, in a compliance operation conducted by the Costa Mesa Police in cooperation with the Orange County Probation Department. The operation is intended to check compliance of past offenders subject to “Post-Release Community Supervision”, or PCS, under the state prison realignment, which shifted non-violent criminals to County jails and probation departments. The compliance check conducted last week checked up on a total of twenty one parolees, and resulted in eleven arrests, including Markin and Giss.

In July of 2012, Justin Markin and Anna Giss were arrested after breaking into vehicles in a parking structure at 200 Nice Lane in Newport Beach. A resident had called to report a suspicious vehicle, a black BMW, in the secured garage. Officers found and arrested the two at the scene, and investigation revealed additional burglaries they had committed in Newport Beach and Costa Mesa. Giss was also found to be in possession of illegal drugs. In addition to this arrest, each have had several encounters with police over drug and other charges.

Giss, now 31-years-old, was arrested in the sweep for possession of drug paraphernalia and probation violations. Markin, 32-years-old, was arrested on probation violations.

In addition to those two, the compliance operation also resulted in the arrest of nine others. Steven Gray, 30 of Costa Mesa was arrested on drug and probation violation. Freddy Ramirez, 31 of Costa Mesa was arrested for drugs, probation violation, and outstanding warrants. Daniel Peckenpaugh, 24 of Costa Mesa was arrested for outstanding warrants. Jamie Bergstrom, 30 of Costa Mesa was arrested for drugs, probation and a warrant. Ashley Lyons, 27 of Costa Mesa arrested for drug and probation charges. Krystal Martinez, 24, and Ryan Gobrogee, 29, both of Costa Mesa were arrested on parole violations. Ryan Walker, 24 of Newport Beach was arrested of the “Misappropriation of an access card.” A 17-year-old juvenile was arrested for drug possession.

The Costa Mesa Police, in a press release, stated that they will continue to work with the County Probation department to conduct routine compliance checks under PCS, for offenders living in the Costa Mesa area.
