San Leandro police have arrested two men who were allegedly in possession of burglary tools after a Washington Manor resident reported them for behaving suspiciously.
Police say the incident began about 8:30 am Monday when a man rang a doorbell on the 15000 block of Norton Street.
When the stranger realized someone was home he got into a car with another man and drove away, according to police.
