Santa Barbara County – If you’re convicted of a crime and think that following your jail or prison term, you are released into the world “a free man (or woman),” think again. Even those released from custody following a long period of incarceration, presumably having served their sentence and “paid the penalty” for their crimes, remain under the watchful eye of law enforcement and are subject to arrest for the slightest infraction. The fact that such individuals are a long way from walking the streets again without a care in the world was proved on April 2nd when a county-wide “sweep” resulted in the arrests of no fewer than 17 individuals.
Santa Barbara County Sheriff’s Department Public Information Officer Kelly Hoover, in issuing a report about the April 2nd arrests of on various parole and probation violation charges, described the law enforcement effort as “a multi-agency field operation” involving members of the Santa Barbara County Probation Department, Lompoc Police Department, California Highway Patrol, Santa Barbara Police Department, and the California Department of Justice which involved no less than 50 individual locations throughout the county.

While “numerous individuals were found to be in compliance of their terms of release,” there were a total of 17 “found to be in violation” who were arrested, including:
Felipe Berrera, charged with Probation Violation, Miguel Mendoza, arrested on a Federal warrant, Deborah Fingerle, found to be in possession of a controlled substance, Greigary Fingerle, arrested for probation violation, Gurwant Pannu, allegedly in possession of a controlled substance, James Harvey, arrested for parole violation and possession of a controlled substance, Todd Gulvin, arrested on five outstanding warrants, Bradley Palley, arrested for probation violation, Edgar Miguel, arrested for parole violation, Raymond Wallace, arrested for parole violation and possession of marijuana for sale, Michael Drayton, arrested for probation violation, Angela Lopez, arrested for possession of drug paraphernalia, Alexander Torai, arrested for possession of drug paraphernalia, Michael Andrews, arrested for parole violation, Manuel Serpa, arrested for probation violation, David Peterson arrested for possession of a controlled substance, and Jose Razojasso, arrested for possession of a controlled substance.
Along with these individuals, multiple firearms and other weapons were seized by the arresting deputies.
