Visalia Police Arrest Homeless Man on Child Pornography Charges

VISALIA – Police arrested a transient who was on parole for a previous sexual offense related child after they allegedly discovered he was in possession of child pornography.

Officers took 23-year-old Phillip Markham, a man known to police to be a transient on Visalia streets, on Thursday around 2 p.m. in front of Walmart on East Noble Avenue.

Markham’s parole agent, Frank Rue, located him using coordinates from the GPS device Markham is forced to wear due to an earlier sex offense involving a minor. Rue searched Markham’s phone and discovered numerous images of child pornography, police said.

The Violent Crimes Unit and Sgt. Amy Watkins with the Visalia Police Department were called in to assist in Markham’s arrest. He was booked into Tulare County Jail.

This is not he first time that Markham has been found with child pornography. Authorities said he was also found possessing child pornography in early 2013.
