VISALIA – Police arrested two suspects on Wednesday who were allegedly selling heroin and carrying more than $1,000 worth of the drug.

Arrested were 61-year-old Agapita Cardenas Torrez and 31-year-old Vincent Santos.

The Visalia Police Department’s narcotics unit was in the Lincoln Oval area doing surveillance in the afternoon when they spotted Torrez, who has previous arrests on record for drug-related crimes. The officers saw Torrez make several narcotics deals, then get into the passenger side of a car and drive away.

The narcotics unit was able to arrest her during a traffic stop near Ben Maddox Way and Douglas Avenue. A search of Torrez revealed 52 individual packages of heroin that had a street value of $1,040. She was booked into jail for possession of heroin for sale and transportation of heroin.

Santos was driving the car and was arrested for four outstanding warrants for narcotics-related crimes. He was booked into the Tulare County Jail.
